We are seeking a highly skilled and experienced Research Evaluation Analyst Senior to join the Office of Diversity and Equity on a limited-duration basis. The primary focus of this role is to manage and coordinate complex data analysis, research, and program evaluation on county-wide programs and policies. You will be instrumental in conducting equity-focused research, examining workforce patterns, and assisting with the implementation of the Workforce Equity Strategic Plan (WESP).

  • Coordinate and manage complex research and evaluation studies, including all scientific, analytic, and technical activities, in collaboration with project teams.
  • Manage multiple simultaneous projects involving multiple departments and community partners, ensuring alignment with County policies.
  • Conduct rigorous qualitative and quantitative research and evaluation processes, including survey development that require coordination with diverse stakeholders.
  • Utilize advanced statistical procedures to evaluate programs, compile comprehensive reports, and document scientific findings and recommendations.
  • Conduct statistical analysis of trends within the county workforce and tri-county census data.
  • Establish and manage relationships with a diverse array of interests and partners, consulting with County staff, stakeholder advisory groups, HR, employee resource groups, and leadership to work toward shared expectations.
  • Facilitate a collaborative approach by coordinating work among project team members and with other research and evaluation groups.
  • Organize, facilitate, and participate in committees, interagency task forces, and community outreach activities, particularly related to the WESP Committees.
  • Collaborate on and lead research and evaluation planning and design for study processes and outcome evaluations.
  • Present complex study findings and deliver recommendations to a wide variety of audiences, including elected officials, staff, and the public, often dealing with sensitive and confidential data.
  • Provide highly nuanced analysis of findings and recommendations with stakeholders.
  • Develop policy recommendations through systematic data review, and clearly articulate the limitations of complex research to ensure informed decision-making.
  • Create data visualization tools related to the WESP
  • Assist and provide guidance in the implementation of recommendations and policy development.
  • Utilize advanced statistical and methodological procedures to respond to scientific and technical questions from County leadership.
  • Provide strategic analysis to support project team members in recommending and implementing policies and procedures.
  • Analyze and review federal, state, and local laws and regulations to ensure compliance.
  • Conduct analysis of best practices and emerging trends.

  • Three (3) to six (6) years of experience that demonstrates the ability to perform the duties of the position. (Equivalency 9-12 years of qualifying training and/or experience).

  • Complex Project Management: Experience managing and coordinating multiple, simultaneous, complex research and evaluation studies, involving multiple departments and diverse stakeholders.
  • Research Design and Implementation: Proven ability to design and implement rigorous qualitative and quantitative research and evaluation processes, including survey development.
  • Data Visualization and Presentation: Skill in compiling scientific findings, creating data visualization tools, and presenting complex, sometimes confidential, data and policy recommendations to varied audiences, including elected officials and leadership.
  • Stakeholder Relations: Experience establishing, maintaining, and managing relationships with diverse internal and external stakeholders to drive project outcomes.
