About The Position

Position Title: Research Analyst 4 Classification: Research Analyst 4 Salary: $6,276 – $9,644 ($6,713 - $10,318 PERS) Type: Permanent, Full-time, Exempt We are seeking a Research Analyst 4 to join our Office of Enhancing Student Opportunities (OESO) at the Oregon Department of Education. This is a permanent position represented by the Service Employees International Union (SEIU). This position follows a hybrid work model. Onsite presence will be required when business or operational needs are best supported in person, such as collaboration, training, or work that requires access to onsite resources. Employees approved to work remotely must have a reliable and secure internet connection and maintain a professional work environment that supports productivity. While working remotely, employees are expected to maintain the same level of performance, responsiveness, communication, and availability as they would in the office. What you will do! The primary purpose of this position is to serve as a data and research analyst for the Office of Enhancing Student Opportunities (OESO), supporting federal and state reporting, policy implementation, and program monitoring related to special education services under IDEA Part B and Part C. This position is responsible for managing data collections, performing data validation and quality control, developing research procedures, and producing timely, accurate reports for internal and external stakeholders. A major focus includes oversight of data collection and reporting related to Abbreviated School Day Programs for students with disabilities. The Research Analyst provides technical assistance to districts and ODE staff, develops and maintains data systems, and helps ensure the use of accurate, equity-centered information to guide decisions impacting children and students with disabilities statewide. This individual is the data owner for the Abbreviated School Day Program collection and the primary point of contact internally and externally regarding this data collection.

Requirements

  • A Bachelor's Degree in any disciplines that included six-quarter units in statistics or quantitative analysis methods and procedures, and three years experience using computerized applications to independently gather, compile, and analyze data and prepare narrative or statistical reports. Two of the three years must have included coordinating complex research projects.

  • Extensive knowledge of computer concepts, applications, and capabilities, including systems design, programming language, and statistical or quantitative analysis software packages used in complex analytical research.
  • Extensive knowledge of public education data collection requirements and timelines
  • Skill in presenting technical reports and narrative summaries to a lay audience verbally and through tabular, graphic, or pictorial formats.
  • Experience leading research teams or projects and guiding lower-level analysts through research activities and training.
  • Skill in advanced statistical methods such as multiple regression, factor analysis, and discriminate analysis.
  • Proven track record of helping internal staff understand and use actionable data insights.

Responsibilities

  • Write, test, and maintain SQL code used for data validation and extraction.
  • Collaborate with other research analysts and contractors to improve reporting processes and address data integrity issues.
  • Provide technical assistance to school districts, education service districts (ESDs), and other data submitters to support timely, accurate reporting.
  • Develop and present data visualizations and written narratives to agency leadership, policy makers, and external audiences.
