Your Opportunity The Title Research Agent is responsible for researching, examining, and documenting legal property rights to support easement acquisition for underground electric distribution installations. This role verifies property ownership, identifies encumbrances, and reviews legal descriptions and plats. The position requires detail-oriented research skills, professional communication, and familiarity with land records and easement processes.

Requirements

  • Experience supporting energy, utility distribution, or infrastructure projects.
  • Knowledge of Dominion Energy’s Strategic Underground Program workflows (SUMS, GIS/Plat workflows, CAD review, title certification).
  • Experience researching rural and urban parcels, complex heirship ownership, trusts, HOAs, and large commercial properties.
  • Familiarity with courthouse GIS and online land record systems.
  • Experience reviewing plats, surveys, legal descriptions, and easement documents.
  • Understanding of Virginia recording requirements, public land records, and easement acquisition processes.
  • Ability to communicate professionally and clearly, both verbally and in writing.
  • Strong organizational skills and ability to manage multiple deadlines.
  • High school diploma or equivalent experience; associate or bachelor’s degree preferred (real estate, paralegal studies, legal studies, GIS, surveying, engineering, or business administration).
  • Minimum 1–3 years’ experience in title research, ROW, land records, legal document examination, or related field.
  • Proficiency using Microsoft Office Suite and document management systems.

Responsibilities

  • Conduct legal title research to identify surface owners, heirs, lienholders, or other parties with interest in parcels located within project limits.
  • Review and interpret deeds, plats, easements, subdivision maps, probate records, trustee/foreclosure documents, GIS layers, and tax records.
  • Identify existing easements and determine applicability to the program.
  • Research and compile documentation required for new easement, quit claim or supplemental easement conveyance.
  • Verify legal descriptions for accuracy and consistency.
  • Work collaboratively with ROW Agents, CAD, Title Review, and Engineering teams to support accurate and timely easement packages.
  • Maintain document control, naming conventions, and retention requirements consistent with Dominion and Stantec processes.
  • Track title findings, status, and required actions in company systems (e.g., SUMS, SharePoint, GIS, and project trackers).
  • Communicate effectively to clarify ownership issues or document deficiencies.
