About The Position

This position is Rehabilitation Counselor Supervisor (Counselor-in-Charge) position #60054799 is located in the Asheville VR/IL Unit Office and provides direct supervision to Vocational Rehabilitation Counselors serving the adults in Buncombe county. Due to the consistently high demand for services over a large service area with a large staff to train and supervise, this supervisory position is critical to the delivery of quality services to consumers in a timely manner. This Counselor-in-Charge position (CIC) is located in the Asheville VR/IL Unit and serves as a front-line leader within the Division of Vocational Rehabilitation Services. The CIC is responsible for directing and coordinating the daily activities of a team of Rehabilitation Counselors and support staff. The CIC ensures the consistent delivery of high-quality vocational rehabilitation services by supervising casework operations, coaching staff on service delivery standards, and monitoring compliance with federal and state regulations. Working closely with the Unit Manager, the CIC plays a key role in the planning, implementation, and evaluation of both the technical and administrative functions of the unit. This includes oversight of diverse caseloads, collaboration with third-party service providers, and support for specialized rehabilitation programs. The CIC helps shape unit performance through data-informed decision-making, promotes professional development, and fosters a collaborative team environment to support individuals with disabilities in achieving their employment goals.

Requirements

  • Master's degree in rehabilitation counseling or counseling from an appropriately accredited institution and two years of experience as a rehabilitation counselor; or Current certification as a Certified Rehabilitation Counselor by the Commission of Rehabilitation Counselor Certification (CRCC), and two years of experience as a rehabilitation counselor; or an equivalent combination of education and experience.
  • Successful completion of the agency requirements for independent counselor status.

  • Experience interpreting and analyzing medical, vocational, and psychological records and data for planning and service delivery of rehabilitation services.
  • Demonstrated knowledge of casework practices and rehabilitation counseling techniques to support individuals with disabilities in achieving employment and independence.
  • Experience communicating casework policies, procedures, and expectations to team members and stakeholders to ensure consistent service delivery.
  • Demonstrated skill in building and maintaining effective working relationships with staff, partner agencies, service providers and community organizations.
  • Valid driver's license for required to travel throughout the assigned service areas.

Responsibilities

  • Providing direct casework supervision to Rehabilitation Counselors assisting consumers with job development, job placement, and other services required to complete rehabilitation plans for employment
  • Performing administrative management tasks to include casework approvals to ensure quality service delivery for the assigned coverage area, budget development and performance management/improvement
  • Providing assigned caseload coverage and assisting with coverage for vacant caseloads
  • Providing and scheduling staff development/training, and consultations/technical assistance to subordinate staff
  • Fostering collaborative relationships with partner agencies in the community.
