About The Position

We are seeking a motivated and skilled Regulatory & Rates Analyst to join our team. This role is ideal for a professional experienced in data-driven analysis, rate forecasting, and rate design. This role will analyze and interpret regulatory requirements, develop and design wholesale rate structures, and evaluate proposed rules and regulations that would impact GSEC and its Member Distribution Cooperatives.

Requirements

  • Bachelor’s degree required in Finance, Accounting, Economics, Mathematics, or related field.
  • Minimum 2 years of experience in financial analysis, utility regulation and rate design, or related field.
  • Strong analytical skills with proficiency in financial modeling, forecasting, and scenario analysis
  • Experience interpreting complex data sets and clearly articulating insights in both written reports and presentations.
  • Proficient in Microsoft Office 365 Suite, especially advanced Excel capabilities.
  • Highly developed verbal and written communication skills to communicate complex data analysis with internal and external stakeholders, including Member Distribution Cooperatives, the legal team, executive team, and outside consultants.

Nice To Haves

  • Preference will be given for industry-specific experience.
  • Knowledge of utility regulatory practices, FERC chart of accounts, cost of service, and cooperative accounting and ratemaking preferred.

Responsibilities

  • Support the organization’s development and implementation of wholesale rates through data-driven analysis, cost-recovery forecasting, and rate design.
  • Develop, maintain, and monitor rate forecasts, including assisting in the preparation and presenting rate forecasts and analysis for internal and external contacts.
  • Develop, maintain, and monitor annual rates, including identifying and evaluating rate variances and trends between the budget and actual data.
  • Prepare financial analyses to support the revenue requirements of GSEC rate products.
  • Develop and maintain tracker of GSEC’s Transmission Cost of Service (“TCOS”) investment and revenues to analyze the recovery of transmission costs in ERCOT.
  • Maintain and reconcile GSEC’s Formula Rate Template, including populating, analyzing, and identifying opportunities for improvement in GSEC’s formula rate.
  • Track and analyze the impact of business changes, including accounting policy changes, on GSEC’s various rate products.
  • Support GSEC’s strategic initiatives by developing rate forecasts, rate impacts, and analyzing rate product options to achieve GSEC’s strategic goals.
  • Research and analyze regulatory trends for cost allocation and rate design for Generation & Transmission electric cooperatives, including tracking the rationales for approvals or rejections of various utility rate methodologies.
  • Track and analyze regulatory policy change on GSEC’s wholesale rate design.
  • Monitor the utilization of and subscription to GSEC’s various rate products and programs.
  • Support Member Services Team in aiding Member Distribution Cooperatives in understanding and applying GSEC rates.
  • Support the GSEC regulatory and market affairs team by coordinating and communicating internally and by developing and drafting comments on GSEC’s positions.
  • Interact effectively with external stakeholders and management, and other industry professionals to advance GSEC positions.
  • Contribute to the regulatory department by development comments, advocacy strategy, or leading projects in other regulatory proceedings or rulemakings as assigned.
  • Support the rate development for Golden Spread products.
  • Provide regulatory support to the Power Delivery Team, including on projects such as the Zonal Planning Criteria, Transmission Formula Rate cases, and ERCOT TCOS.
  • Provide regulatory support to the Member Services & Finance Teams, including support on rate projects such as OATT filings, WPC revisions, and rate design.
  • Other duties as assigned.
