About The Position

Provides strategic guidance and analysis of federal regulatory, transmission, and market policy. Also provides oversight in researching, planning, developing and implementing federal filings and compliance programs to ensure the Company meets all federal, state and other regulatory requirements. Participates in regional energy and market forums that develop energy policy and influence decisions to better position the company in achieving its short and long-term energy and transmission objectives. Advises internal departments of regulatory and policy requirements and provides strategic guidance to meet those requirements. Provides strategic guidance and coordination of federal, regional and state rulemaking proceedings. Monitors and interprets federal, regional and state regulations, orders and rules to stay informed of current and changing requirements. Upholds the safety compliance standards inherent in PSE’s operating and/or field procedures related to work responsibilities. Promotes and supports a culture of total safety. Demonstrates commitment to conduct business honestly, ethically and consistent with our core values and Code of Conduct. Ensures duties are performed in accordance with all regulatory compliance obligations.

Requirements

  • Bachelor degree in business, public policy, finance, economics or communications or applicable field; or an equivalent combination of education and experience.
  • 8 years’ experience including 3 years in regulatory compliance and 5 years of regulatory policy development.
  • Strong written and verbal communication skills.
  • Strong negotiating, problem solving and conflict resolution skills.
  • Must be self-directed and willing to mentor peers and team members.
  • Thorough understanding of utility operations, policy issues and regulation.
  • Thorough understanding of federal, regional and state rules and regulations.
  • Proficiency in Microsoft Office Excel, Word, PowerPoint and Access or other database applications.

Nice To Haves

  • CPA, MBA, JD, PE or experience in public policy.
  • Thorough understanding of compliance regulations and processes specific to the department/area of hire.

Responsibilities

  • Attends regional energy and market policy meetings where the company has a vested interest and represent those interests, influencing the outcomes of these discussions
  • Develops alternatives on policy issues, presents these to PSE executives, and negotiate towards desired results with various regional entities.
  • Monitors state and federal energy, market, policy and reliability initiatives affecting the company’s energy supply and transmission needs.
  • Coordinates with compliance personnel to ensure PSE develops and then meet compliance standards and timelines.
  • Coordinates across business functions with PSE analysts in assessing impact, if any, of various energy and market policy proposals.
  • Prepares regular reports for staff and management on current energy and market policy issues.
  • Works cooperatively across the organization and company where applicable, to communicate pending or upcoming regulatory and policy proposals and for obtaining input in aligning regulatory proposals with the company objectives.
  • Performs other duties as assigned.
