About The Position

Do you want to leverage your electric industry knowledge and persuasive writing skills? LCRA is looking for a proactive Regulatory Case Manager Lead to bolster our advocacy work for our transmission and wholesale power businesses. This high-level role entails overseeing regulatory projects, contested cases, and rulemaking proceedings at the Public Utility Commission (PUC). You will draft and coordinate rulemaking comments, prepare briefing materials for internal collaborators, and assist with PUC filings. Requirements

  • Twelve or more years of experience working with utility regulatory processes in fields such as regulatory affairs, finance, information technology/security, project management or law or other relevant experience. A degree(s) in business, economics, science, finance, accounting, public policy, law, mathematics or relevant field may be substituted per LCRA guidelines for certain years of experience.
  • Driver's license

Responsibilities

  • Manage PUC projects and rulemaking activities, providing support for other PUC proceedings including contested cases.
  • Develop LCRA advocacy and strategy positions in conjunction with management and internal/external attorneys. Analyze the economic and strategic impact of various wholesale market build policy proposals.
  • Implement a strategic plan for communicating and collaborating with internal and external collaborators. Assist the Regulatory Affairs team in preparing comprehensive summaries of PUC activities.
  • Coordinate with staff in Wholesale Power, Transmission Services, Legal, Accounting, Financial Planning, and Project Management to monitor issues impacting LCRA and LCRA TSC.
  • Monitor the implementation of legislation affecting the electric industry.
  • Analyze the potential business impacts of wholesale electric market development initiatives.
  • Act as a primary contact for key regulatory agency staff at the PUC and ERCOT. Build relationships across the electric utility industry.
  • Maintain detailed knowledge of applicable regulations, rules, and procedures. Perform work by traveling independently or with a small team to various LCRA and external locations as necessary.
