About The Position

The Bureau of Field Operations is responsible for the survey and certification process of health care facilities across the State of Florida. These surveys ensure that all state licensed, and federally certified health care facilities meet the established state and/or federal requirements and patients and residents receive safe, quality health care. Field Operations staff also ensure the safety of residents in health care facilities when emergencies such as natural disasters occur. The primary function of the Registered Nursing Consultant is to provide operational management and supervision of a professional specialized staff related to health care regulation which may include: Nursing Homes, Home Health Agencies, Hospitals, Laboratories, or other providers regulated by the Agency for Health Care Administration. This will include completion of inspection activity, utilizing an established survey process and coaching of employees in those processes. The incumbent may be required to perform surveys as an individual, team member or team leader. As assigned by management, this position is required to successfully complete the Surveyor Minimum Qualifications Test within the first 12 months of employment as required by Sections 1819(g)(2)(c)(ii) of the Social Security Act, as amended, and Article IV(B) of the Agreement pursuant to Section 1864 of the Social Security Act. The incumbent must be proficient with computer equipment and software programs, such as Microsoft Word, Excel and Outlook, as well as smart phone technology. The incumbent must also be available to work before and after normal work hours including weekends and holidays. This position may require extensive travel, including significant overnight travel. In accordance with 400.275, F.S., each member of a nursing home survey team who is a health professional licensed under Chapter 464 of the Florida Statutes shall earn not less than 50 percent of required continuing education credits in geriatric care. This position has been identified as mission essential. The incumbent in this position may be required to work during the weekend or on holidays. In addition, mission essential personnel will be required to work during disasters, to include but not limited to, work before, during and/or beyond normal work hours or days in the event of an emergency. Emergency work may involve the incumbent to work in another county or staffing location to assist other State Agencies with emergency work. Emergency duties may include, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural. Successful completion of a criminal background investigation is a condition of employment. A good attendance record is essential for any individual in this position as the work involved occurs daily and is time-critical. The individual in this position is expected to report to work daily and on time. Leave must be requested in advance except in emergency circumstances not under the control of the employee.

Requirements

  • Knowledge of nursing principles, practices and techniques.

  • Ability to plan and organize is required to ensure timely completion of supervisor responsibilities.
  • Ability to utilize microcomputer equipment and software to enter, retrieve and manipulate data required to perform supervision of division licensure and certification functions
  • Ability to travel with or without accommodations.
  • Ability to lift up to 25 pounds on a regular basis (laptop computers, manuals, etc.) with or without accommodations
  • Licensure as a Registered Professional Nurse in accordance with Florida Statute 464 and four years of professional nursing experience.
  • Licensure as a Registered Professional Nurse in accordance with Florida Statute 464 or eligible to practice nursing in accordance with Florida Administrative Code 64B9-3.
