Role Description: Arcadis’ Resilience Water team is seeking a dynamic Construction Director to help shape and accelerate the growth of our Water/Wastewater Construction practice in California. Based out of our San Francisco office, this role offers a unique opportunity to make a meaningful impact in one of the nation’s most active and complex water markets. Arcadis has experienced significant momentum in Northern California, rapidly expanding our municipal water and construction management services. As we continue on this growth trajectory, we are looking for a driven, entrepreneurial leader who is energized by building relationships, winning work, and helping teams deliver transformative water infrastructure projects. Supported by a nationally recognized technical bench, the Business Development Lead will leverage deep knowledge of the water and wastewater construction market—along with a strong professional reputation across Northern California—to drive pursuits, strengthen client partnerships, and help grow a high-performing practice. Role Accountabilities: As a Construction Director for California’s Water/Wastewater Construction practice, you will play a critical role in driving growth through strategic marketing efforts, talent recruitment, and leadership of pursuit teams to deliver compelling proposals. This position blends business development, project leadership, and client engagement, requiring a hands-on leader who can connect strategy with execution across complex construction programs.

Requirements

  • Bachelor’s degree in engineering or construction
  • 20 years’ total experience, with a minimum of 10 years of construction experience on water wastewater plants & facilities projects as a Resident Engineer or Construction Manager.
  • You will bring a proven record of excellence in client management and project delivery, supported by strong leadership capability and clear, effective communication skills.
  • The role requires proficiency in the Microsoft Office Suite (particularly Word, Excel, and PowerPoint), which will be used regularly to support project documentation, data analysis, and client-facing presentations.
  • You will actively participate in regional or national professional associations and demonstrate experience leading complex project pursuits, including proposal development and delivering presentations to major clients and public agencies.
  • This position also requires experience managing construction budgets and schedules, with demonstrated capability in cost estimating and negotiating change orders.

  • Certified Construction Manager (CCM) certification
  • 20 years of construction experience specifically related to water or wastewater facilities, with a minimum of 10 years' experience on projects as a Resident Engineer or Construction Manager on a $50+ million water/wastewater project.

Responsibilities

  • Lead construction delivery and client engagement by providing hands-on oversight throughout all phases of construction projects, managing daily activities, contracts, quality assurance and control, and delivering regular client updates and progress reports while monitoring contractor performance, site safety, and subcontractor and supplier activities.
  • Manage scope, budget, and schedule performance by overseeing scopes of work and construction budgets, collaborating closely with project and program managers to ensure projects are delivered on time, within budget, and in alignment with client expectations, while proactively addressing changes, risks, and deviations.
  • Develop and mentor high-performing teams through direct supervision and coaching of junior technical staff, fostering professional growth, accountability, and consistent delivery of high-quality work across project teams.
  • Drive communication, coordination, and continuous improvement by leading meetings with clients, agencies, and community stakeholders on project progress, safety, scheduling, and contract administration; recommending cost, budget, and schedule improvements using tools such as Primavera or MS Project; and serving as a liaison to design teams to support RFIs, correspondence, field data collection, and shop drawing reviews.
