About The Position

To guide and sustain a safe, healthy, and compliant work environment across all LBC US region locations. This highly visible leadership role is responsible for directing and managing safety, health, training, and emergency response programs, ensuring consistent adherence to company policies and regulatory requirements. The position requires strong leadership, sound judgement, and a high level of professionalism while providing guidance and support to both field and office personnel. Some travel is required, primarily within the Gulf Coast region, with only minimal travel expected outside that area.

Requirements

  • High School diploma/GED required.
  • Must have at least 5 years experience in Safety and Health, and Emergency Response duties with a tank terminal company or a similar industry.
  • Must have a valid Driver's License issued by the state in which the job is located (Texas for this role).
  • Must have a TWIC or the ability to obtain a TWIC within 90 days from hire date.
  • Working knowledge of bulk liquid terminal operations.
  • Detailed knowledge in the following areas: OSHA General Industry and Construction regulations, OSHA Process Safety Management, United States Coast Guard facility regulations, EPA Risk Management Plan.
  • Proficient in incident investigation and root cause analysis.
  • Knowledgeable in personnel management and motivation.
  • Generally knowledgeable on environmental regulations.
  • Generally knowledgeable in legal matters.
  • Ability to locate, interpret, and evaluate regulations and consensus standards.
  • Ability to prepare professional written reports in various formats.
  • Proficient in public speaking.
  • Time and task management skills critical.
  • Verbal and written communication skills extremely important.
  • Must be highly organized and able to prioritize tasks in a fast-paced environment.
  • Understands that safe work performance and leadership is a primary job requirement.
  • Promotes a proactive, engaged safety culture across all operations.
  • Follows all Company safety rules and policies.
  • Acts as safety observer in daily job activities; reports unsafe situations to supervisor as soon as possible.
  • Takes immediate action to correct safety deficiencies or unsafe behaviors as appropriate.
  • Acts as security observer in daily job activities; takes appropriate actions in response to suspicious personnel in or around the facility.
  • Understands what actions to take in an emergency and can lead others in these actions.
  • Must be able to pass Emergency Response Team fitness for duty physical.
  • Must be able to work outdoors, in all weather conditions, while wearing appropriate PPE.
  • Must be able to climb tank stairs and ladders.
  • Must be able to conduct terminal Safety inspections on a regular basis.
  • Must be able to walk long distances at one time.

Nice To Haves

  • Bachelor degree or applicable certifications in Safety or related fields, preferred.
  • Recognized Occupational Safety certification desired.

Responsibilities

  • Evaluate, develop, implement and maintain the following; Safety and health policies, programs, and procedures.
  • Regulatory training programs and procedures.
  • Effective hazard control, industrial fire safety, and fire protection.
  • Federal, state, and local regulatory requirements and codes pertaining to the fire and emergency response processes and coordinates internal/external resources to maintain compliance.
  • Emergency response teams and training programs.
  • Industrial hygiene monitoring programs.
  • Participate in New Hire and Annual HSEQ regulatory training Safety and health criteria for contractors and visitors.
  • Record keeping for assurance of regulatory and internal compliance.
  • Participate in Root Cause Analysis and Incident investigation programs.
  • Oversee Process Safety Management Plans, EPA Risk Management Plans, Facility Emergency Response Plans (ICP, USCG FRP).
  • Participate in mutual aid and community awareness programs (i.e. CIMA, LEPC and CAC).
  • Assist and actively participate in the following; Development and execution of emergency response programs and procedures.
  • Regulatory, Customer and Company audits and inspections.
  • Support and oversight to field operations on safe work practices and industrial hygiene program.
  • Safety / fire protection engineering reviews of planned facility expansions and other modifications to the site.
  • Planning, management and coordination of internal and external emergency response and firefighting training for LBC emergency response teams.
  • Coordinates/manages emergency management drills and exercises to test facility systems and response capabilities.
  • Employee Development of terminal employee training programs.
  • Respond to emergencies involving fire, hazardous materials, rescue, and medical situations in both industrial and community settings.
  • Assist in developing the HSSEQ annual budgets as well as adherence to budgets.
  • Maintain current knowledge of safety, health, environmental and training related issues and requirements through continuing education.
  • Assist in the development of new standard operating procedures to ensure safety, health and environmental issues are addressed.
  • Responsible for annual physical protocols and scheduling.
  • Act as a liaison during case management with Company Physician and designated Clinic for all work-related injuries.
  • Support the implementation of the Company CSR (Corporate Social Responsibility) Plan.
