About The Position

The Regional Operations Director ensures the effective, compliant, and mission‑driven operation of all affordable housing communities within the DePaul Properties portfolio. This role oversees daily site operations, supports staff, and ensures adherence to all regulatory requirements for housing programs serving income‑eligible residents and individuals with special needs. As the organization grows, the Regional Operations Director will play a key role in strengthening systems, supporting teams, and collaborating closely with the Vice President of Properties and the broader DePaul organization. Requirements

  • Bachelor’s degree required. Master’s Degree preferred. Ten years of senior management experience in a nonprofit setting, with direct experience in housing development.
  • Experience with Section 8 and affordable housing tax credit programs required. Ten or more years of experience in multi-family property management, including direct staff supervision.
  • Strong customer service skills.
  • Ability to perform effectively in a fast-paced, changing, and multi-tasking work environment.
  • Attention to detail. Must be able to travel to multiple sites across the state, work with diverse staff teams, oversee physical plant operations, and monitor compliance with fair housing laws and all federal, state, investor, and internal regulations.
  • Ability to read, speak, and comprehend English.
  • Ability to use American Sign Language or willingness to learn.
  • Must have and maintain a clean New York State driving record in accordance with DePaul’s personnel policy.

Responsibilities

  • Understands and adheres to all requirements set by governing bodies, including:
  • Ensures Compliance with Fair Housing and Americans with Disabilities Act.
  • Ensures selection of new tenants is in accordance with the Tenant Selection Plan
  • Maintaining compliance with HUD/LIHTC guidelines related to leasing, certification and recertification, waiting list, transfers, and site maintenance.
  • Supervises the District Director and Property Managers per region, ensuring DePaul’s standards for high-quality physical plant operations are met or exceeded. Collaborates with site teams to address location-specific needs and challenges.
  • Supports each site in preparing for state, federal, and investor inspections, surveys, and monitoring visits. Oversees ongoing compliance with all regulatory systems.
  • Works with community partners and stakeholders to develop and sustain community-based housing that supports resident well-being.
  • Maintains and ensures compliance with organizational financial controls and all federal, state, local, and investor regulations. Prepares reports for investors as required.
  • Works proactively and collaboratively with all DePaul departments to support organizational goals.
  • Enforces DePaul Properties policies and procedures.
