About The Position

The Regional Literacy Specialist provides leadership and expertise in implementing high-quality, evidence-based literacy instruction across districts. This role supports educators and administrators through coaching, professional development, and data-driven decision-making to improve student reading outcomes. The specialist leads and supports the implementation of integrated multi-tiered systems of support (MTSS) and structured literacy practices. This position requires deep knowledge of literacy development, experience in professional learning design, and a strong commitment to improving outcomes for all learners.

Requirements

  • A master’s degree in reading or literacy education, or a master’s degree in a related area with either reading or literacy endorsements on a state license.
  • Expertise in how to improve student learning through the implementation of high-quality evidence-based reading/literacy strategies.
  • Completion of a professional development program accredited by the International Dyslexia Association (accreditation or accreditation plus level).
  • Three to five years of successful classroom teaching that includes reading/literacy instruction in kindergarten through grade twelve.
  • Experience as a provider of professional development and technical assistance specific to evidence-based language and literacy development.
  • Evidence of previous development of professional development materials specific to language and literacy development.
  • Experience with coaching and consulting educators or leaders.
  • Experience designing and implementing district-wide or school-wide integrated multitiered system of supports.
  • Knowledge of how to analyze and use student data and adult implementation data.
  • Experience working with administrators.
  • Experience facilitating or participating in the collaborative problem-solving model.
  • Must pass a criminal background check.
  • Current driver’s license and reliable transportation.

Nice To Haves

  • Experience providing instruction in special education, with a master’s degree in special education and/or an intervention specialist license.
  • Experience providing instruction to individuals with dyslexia or individuals with risk factors for dyslexia.
  • Experience providing and coaching structured literacy instruction.
  • Experience facilitating and interpreting screening measures for identifying students at risk for reading failure.

Responsibilities

  • Provide intensive coaching to assigned districts aligned with Ohio’s Coaching Model.
  • Facilitate comprehensive literacy needs assessments using multiple data sources (e.g., Reading Tiered Fidelity Inventory, State Report Card data, district profiles, student performance data).
  • Develop and monitor coaching service delivery plans with clear goals and measurable outcomes.
  • Support implementation of integrated multi-tiered systems of support (I-MTSS) for literacy.
  • Facilitate collaborative problem-solving processes at district and building levels.
  • Provide classroom-level, student-focused coaching using a leveled coaching model.
  • Assist with the selection, implementation, and monitoring of high-quality instructional materials aligned with the science of reading.
  • Support alignment of literacy plans (e.g., Reading Achievement Plan, Local Literacy Plan) with district improvement plans.
  • Provide targeted systems coaching to strengthen literacy instruction across all tiers.
  • Support the development of problem-solving teams and inclusive instructional systems.
  • Guide districts in analyzing universal screening and student outcome data.
  • Provide consultation and professional learning related to literacy improvement planning.
  • Facilitate regional literacy networking opportunities and communities of practice.
  • Participate in statewide literacy networks and professional learning.
  • Collaborate with educational service centers and Department staff to ensure aligned support.
  • Participate in required onboarding and ongoing professional learning.
  • Engage in continuous professional growth aligned to literacy best practices.
  • Maintain consistent communication with SST leadership and Department staff.
  • Support regional capacity-building efforts related to literacy improvement.
