The Regional Land Manager coordinates and supervises the development, operation, rehabilitation and maintenance of Land Management sites within Region IV, oversees budget and spending within the regions, directs the operation of outdoor recreation and resource protection programs on public lands, participates in the master plan and reviews proposals for new parks, forest, fish and wildlife areas. Charged with preserving, protecting and promoting Illinois’ natural and cultural resources, Illinois Department of Natural Resources (IDNR) employees oversee water, wildlife, wetlands and oil wells, parks, historic sites – and everything in between. The Historic Sites Division of the Office of Land Management oversees 57 Historic Sites, Monuments, and Memorials. OLM facilitates activities from small group interpretive programming at Historical Sites, to hiking, hunting, fishing, boating, and camping.

Requirements

  • Requires knowledge, skill and mental development equivalent to completion of four years of college with course work in natural resource management, parks and recreation, natural science or agriculture.
  • Requires prior work experience equivalent to four years of progressively responsible administrative experience in a public or business organization with experience as a site superintendent or site manager.
  • Requires the completion of a background check and self-disclosure of criminal history.
  • Requires appropriate, valid driver's license
  • Requires ability to travel in the performance of duties, with overnight stays as appropriate.
  • Requires ability to work under adverse environmental conditions on a year-round basis.
  • Requires ability to lift and transport loads which may exceed sixty pounds.
  • Requires ability to walk over rough and broken terrain.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest.
  • All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission.

Nice To Haves

  • Three or more years of experience in the principles and practices of site administration, including site interpretation, natural and/or cultural resource conservation, structural grounds maintenance, public relations, and personnel administration.
  • Two (2) years of experience in exercising judgment and discretion in developing, implementing, and interpreting departmental policies and procedures.
  • Working knowledge in labor and employment development.
  • Two (2) years of professional experience analyzing administrative programs and adopting effective course of action.
  • Two (2) years of professional experience developing, installing, and evaluating new and revised methods, procedures, and performance standards.
  • Three (3) years of experience in estimating and budgeting for future needs and cost of personnel, space, equipment, supplies and services.

Responsibilities

  • Subject to administrative approval plans, directs, coordinates and supervises the development, operation, rehabilitation, and maintenance of Land Management sites such as state parks, recreation areas, conservation areas, fish and wildlife areas, trails, forest and nature preserves within Region IV.
  • Directs the operation of outdoor recreation and resource protection programs on public lands.
  • Serves as full-line supervisor.
  • Manages the Region’s fiscal activities.
  • Evaluates and coordinates facility improvements.
  • Serves as Department liaison with various companies and groups. Coordinates with other government agencies, power companies, and other interest groups for the management of sites within the region.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
