About The Position

Under the direction of the Deputy Chief Operating Officer, this position is responsible for representing PHC in the assigned region. This includes strategic planning, implementation of programs or benefits, and developing relationships in the health care delivery system of each community served by the regional office. Oversees the day-to-day operations of PHC’s Regional Office and Regional Office staff; acting as PHC’s Regional community liaison with PHC’s stakeholders.

Requirements

  • Bachelor’s degree in Business, Social Services, Health CareAdministration, or related field required; minimum five (5) yearsrelevant experience in health care operations.
  • Five (5) years ofmanagement level experience in managed care environment or five (5)years in community relations or any combination which would providethe required knowledge and abilities.
  • Comprehensive knowledge of California’s Medi-Cal program.
  • Strongcustomer service orientation; ability to build and maintain positiveworking relationship; an orientation towards setting and achievingobjectives; basic understanding of the Regional service area; ability toadapt positively to changing priorities and work demands; ability toexercise good judgment in decision-making.
  • Valid California driver’slicense and proof of current automobile insurance compliant with PHCpolicy are required to operate a vehicle and travel for companybusiness.
  • Excellent written and oral communication skills.
  • Excellentinterpersonal skills to develop and maintain critical relationships withexternal sources.
  • Ability to handle varying situations with tact anddiplomacy.
  • Ability to use a computer keyboard.
  • More than 15% of total work timeis spent in front of a computer monitor.
  • When required, must be able tomove, lift, or carry objects of varying size, weighing up to 35 lbs.

Responsibilities

  • Oversees the successful operation of PHC’s existing programs and lines of business and assists with planning, implementation, and evaluation of new programs.
  • With direction from the Deputy Chief Operating Officer, recommends, plans, develops, implements, and evaluates goals and objectives for the Regional Office within PHC’s larger organizational goals and objectives.
  • Fosters communication and collaboration with operational department leaders, including: Provider Relations, QI, Member Services, Health Services, Behavioral Health and Communications through regular meetings in order to execute important PHC programs and initiatives in the local region.
  • In cooperation with department directors, participates in strategic planning in order to address the needs of the local region.
  • Identifies service delivery, access, or capacity issues unique to the region and works in cooperation with department directors to address issues and solutions.
  • Serves as liaison between the Region and PHC to communicate new programs, policies, and procedures, or other important information necessary to enhance local operations.
  • Participates in special projects pertinent to the Region, with direction from the Deputy Chief Operating Officer and in coordination with department directors.
  • Continually seeks to improve overall quality of Regional Office functions with staff and local providers of health care services.
  • Promotes positive relationships between the community and PHC to further organization’s mission and goals. Participates in local events, committee, and health initiatives as appropriate.
  • Prepares management and other reports as necessary.
  • Provides feedback to departmental directors regarding their employees’ performance, but does not have authority regarding employee hiring, termination, or disciplinary action
  • Is responsible for day-to-day running of the Regional Office and established writte procedures for ensuring the maintenance of high standards regarding operations, including:
  • Works with PHC Facilities team to help coordinate any maintenance work that needs to be scheduled during work hours.
  • Ensuring compliance with PHC policies and procedures by all Regional Office staff.
  • Orienting new staff to the Regional Office and promoting a positive work environment.
  • Fosters and maintains a high level of customer service, recommending procedural improvements as needed.
  • Communicates closely with department directors about personnel, compliance, or other issues occurring in the Regional Office.
  • Provides feedback for regional staff, whose supervisor is working at a different regional office, during annual performance reviews.
  • Acts as the HealthPlan’s Regional community liaison, representing PHC in the area:
  • Represents PHC at Physicians’ Advisory Committee, Consumer Advisory Committee, other community meetings, forums, events, and other venues within the health care community.
  • Assists PHC member “walk-ins” who request assistance in person at the Regional Office.
  • In collaboration with PHC leadership, addresses concerns raised by stakeholders, including members, providers, employees, community members, etc.
  • Promotes PHC’s services and values in the Regional service area.
  • Builds relationships with county health and social services, public health and health center leadership
  • In collaboration with PHC executive leaders, presents information about the health plan to local boards of supervisors on a regular basis or upon request.
  • Leads, assigns, and participates in special projects or other duties as assigned.
