About The Position

The Maryland Department of Juvenile Services is dedicated to transforming young lives, creating safer communities, and fostering equitable systems. We are seeking passionate individuals for the role of Regional Director, Community Services (Program Manager Senior I) , so come join our team and make a meaningful impact on youth and the community at DJS! The main purpose of this position is to lead and administer Community Services operations across the Central Region, ensuring that the mission, goals, and objectives of the Department are carried out effectively and consistently. The Regional Director, Community Services (Program Manager Senior I) provides strategic leadership and operational oversight for regional offices, guiding multidisciplinary teams in delivering high-quality services to youth, families, and communities. This position is eligible to work a hybrid telework schedule.

Requirements

  • A Bachelor’s degree from an accredited four-year college or university.
  • Ten (10) years of experience in juvenile justice, community-based supervision, residential services, human services, or a related field, including five (5) years in a senior leadership or management role overseeing multiple programs or teams, with responsibility for strategic planning, program administration, fiscal oversight, and staff supervision.
  • Note: Additional qualifying experience in juvenile justice, community-based supervision, residential services, human services, or a related field may be substituted on a year-for-year basis for the required education.

  • Progressive executive or regional leadership experience within a juvenile justice, human services, or multi-site public sector environment
  • Experience collaborating with the courts, community-based providers, government agencies, and other cross-system partners to strengthen service delivery
  • Experience managing large-scale budgets, allocating resources strategically, and ensuring fiscal accountability
  • Experience using performance data and outcome measures to inform decision-making, improve operations, and enhance youth and family outcomes
  • Experience preparing and presenting strategic plans, program updates, and operational recommendations to senior leadership and external stakeholders
  • Extensive knowledge of community supervision, aftercare, residential services, and integrated case management systems

Responsibilities

  • Providing overall leadership and direction for the Region, including developing short- and long-range plans, establishing goals and priorities, and evaluating program effectiveness to ensure alignment with departmental objectives
  • Directing all post-adjudication Community programs and services, including probation and aftercare supervision, integrated case management, behavioral health and substance use services, educational coordination, residential placement, and regional office operations
  • Implementing and leading programs in accordance with State and Federal laws, departmental policies, professional standards, and evidence-based practices
  • Building and sustaining collaborative partnerships with the courts, service providers, community stakeholders, and other public agencies to assess local needs, strengthen service delivery systems, and advocate for necessary resources
  • Overseeing regional fiscal operations, including budget planning and management, to ensure responsible stewardship of public funds and alignment with strategic priorities
  • Leading efforts to reduce re-offending and promote positive youth development by monitoring detention utilization, managing residential placement decisions, and ensuring services are appropriate, equitable, and compliant with applicable guidelines
  • Supervising and supporting administrators and professional staff, ensuring probation and aftercare functions are performed in accordance with policy and law, and promoting ongoing professional development and required certifications
  • Overseeing regional data collection and reporting to ensure accuracy, timeliness, and meaningful analysis that informs decision-making and continuous improvement
  • Ensuring effective management of regional facilities and operations, including physical plant oversight, inventory and property management, procurement, and risk management
  • Leading regional human resource functions, including recruitment, selection, staff assignments, performance management, employee engagement, and corrective action processes
