About The Position

Plans, organizes, implements, and supervises a variety of recreational programs for special populations including seniors and individuals with physical and mental disabilities; also supervises cultural arts programming. An employee in this class assesses, develops, organizes, and supervises classes and programs that provide recreational opportunities for special populations including seniors and those with mental, physical, emotional and developmental disabilities. Cultural arts programming includes managing the community theater productions. Work involves significant program planning and organizational work; developing and monitoring budget; and evaluating program success. The employee plans and conducts programs directly and through subordinate staff. The employee supervises part-time staff and volunteer workers. Work requires significant knowledge of recreational programming. The employee is required to exercise independent judgment and initiative in resolving problems of participants in recreation programs. Tact and courtesy are required in frequent contacts with the public and patrons at the activities and programs. Patience and behavioral understanding is required in addressing participant needs. The employee is subject to hazards of indoor and outdoor environmental conditions including extreme heat and loud noises. Duties may expose the employee to human body fluids, thus the work is subject to OSHA regulations on bloodborne pathogens. Work is performed under general supervision of the Recreation and Parks Program Superintendent and is evaluated by observation, through consultations and by review of written reports.

Requirements

  • Considerable knowledge of the principles and practices associated with recreational program planning
  • Considerable knowledge of geriatrics and programming activities for seniors and persons with mental, physical, emotional and developmental disabilities.
  • Considerable knowledge of standard resources, materials, and facilities utilized in a public recreational program.
  • Knowledge of the principles and practices of supervising personnel including communication, motivation, and coaching.
  • Knowledge of department policies and procedures.
  • Knowledge of local, state, and federal recreation rules governing assigned areas.
  • Working knowledge of computer and office software such as word processing and spreadsheets, and ability to use in performance of duties.
  • Ability to schedule and coordinate large scale recreation events and handle current circumstances while preparing for events weeks and months in advance.
  • Ability to express ideas effectively and communicate effectively in oral and written forms; ability to present material to others.
  • Ability to deal tactfully, patiently, and courteously with the public and program participants.
  • Ability to prepare written reports and publicity material.
  • Ability to maintain an effective working relationship with other employees, officials, citizens, and participants.
  • Must be able to perform basic life functions of climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, pushing, lifting, fingering, feeling, grasping, talking, hearing, and repetitive motions.
  • Must be able to perform medium work exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and /or up to 10 pounds of force constantly to move objects.
  • Must have visual acuity to prepare and analyze data, utilize a computer, drive motorized vehicles, do accounting, and inspect the thoroughness and accuracy of work assigned.
  • An Associate's degree in recreational administration or a Recreation Programs Supervisor related field; and experience in professional recreation programming and with special population groups; or any combination of education, training and experience.
  • Possession of a valid North Carolina driver’s license.

Responsibilities

  • Organizes and leads monthly meetings for seniors; plans and leads recreational activities including classes, holiday celebrations, and other special events.
  • Provides seniors with referral information regarding community services and resources or offers alternative solutions.
  • Plans, prepares, and provides recreational opportunities for individuals with mental, physical, emotional, and/or developmental disabilities to enhance their quality of life; provided activities that include bingo, bowling, trips, arts and crafts, support group meetings, family outings, and special events.
  • Organizes travel arrangements for special populations groups; supervises field trips and transports individuals to locations.
  • Works with other agencies to offer large-scale events such as Senior Games and Special Olympics; may serve as local coordinator and host for activities; develops and assist others in fundraising activities; completes administrative and financial work associated with managing events; participates in statewide training.
  • Analyzes and assesses the needs of the community and response for special recreational needs such as arthritis exercise program; works with staff to develop annual calendar of events and activities.
  • Serves as producer of community theater program; selects and contracts director, musical director, and choreographers for shows; supervises technicians; reserves space for performances; coordinates auditions and mailings; manages donations, provides house management for performance; and sells tickets.
  • Promotes programs and events; contacts media and makes personal appearances before Recreation Programs Supervisor civic and other groups; prepares press releases, flyers, and brochures for promotions.
  • Assists in the formulation and execution of department rules and policies.
  • Provides necessary liaison with other public and private groups and agencies.
  • Determines program equipment and supply needs; develops program budget and makes recommendations for budget activities and programs; maintains financial records and tracks revenue.
  • Performs personnel management duties including hiring, training, coaching, assigning work and supervising part-time staff and volunteers.
  • Coordinates and assist other department staff in program implementation as needed.
