About The Position

This position will work 37.5 hours per week. This recruitment is being reopened. If you applied during the initial recruitment (6/17/25 - 7/7/25) you do not need to reapply. This position performs professional and technical work planning, organizing, implementing and administering aquatic, athletic, and/or other recreation programs for Spokane County Parks and Recreation Department. The position allocated to this class is responsible, under the general direction of the Recreation Program Manager(s), for the administration of comprehensive year-round recreation programs, which may include: seasonal commercial aquatic facilities, pools, swimming beaches, campgrounds, youth and adult swim lessons, swim team, aquatic certification courses, family swim events, adult softball, volleyball and basketball leagues and tournaments, and numerous special events. Work is performed with considerable independence and evaluated through the achievement of program goals. TOTAL COMPENSATION: $67,169 - $94,003 annually. Total compensation is an estimate based upon base compensation, median retirement fund contributions, and current employer-paid health and related benefit contribution rates (including medical, dental, life insurance, long term disability, and leave). The actual total will vary depending upon each employee's enrollment choices.

Requirements

Bachelor's degree from an accredited college or university, in Recreation or related field (i.e. Sports Management, Physical Education, Public Administration, Business Administration) -AND-
Two (2) years of progressively responsible experience coordinating and promoting recreational programs and services, including one (1) year in a lead or supervisory capacity.
OR any combination of relevant education, training, and experience that provides the desired knowledge, skills and abilities to perform the work.
Possession of a valid Driver's License at time of hire and for the duration of employment.
At the employer's discretion, an employee in this classification may be required to obtain one or more of the certifications listed below and maintain said certification(s) throughout the course of employment.
Knowledge of modern principles and practices of aquatic and/or athletic operations and recreation management.
Knowledge of philosophy, principles and practices of public recreation.
Knowledge of budget presentation and administration.
Knowledge of modern principles and practices of effective supervision.
Knowledge of principles and methods of planning, organizing and marketing aquatic and/or athletic recreation programs and activities.
Knowledge of planning and scheduling logistics associated with community special events.
Skilled in communicating effectively both orally and in writing, sufficient to exchange or convey information and to give and receive work direction.
Skilled in establishing and maintaining effective working relationships with department manager, other staff members, community groups, program participants, representatives of other private and public agencies and the general public.
Skilled in the use of personal computers/computer software including but not limited to Microsoft Outlook, Excel, Word, Publisher, PowerPoint, point of sale systems, online registration software, scheduling software for recreation league play, and managing/completing website updates.
Skilled in implementing registration and reservation systems such as Itinio Campground Reservation Systems, Teamsideline, sZen, and Rec1.
Ability to plan, develop, organize, implement and evaluate aquatic, athletic, or other recreational programs.
Ability to effectively develop and administer program budgets.
Ability to select, assign, train, evaluate and supervise the work of employees engaged in aquatic, athletic, or other recreation programs.
Ability to coordinate various aspects of recreational programs including: schedule events, promote participation and estimate equipment and facility needs.
Ability to maintain effective records and reporting systems.
Ability to work evenings and weekends depending upon scheduled events and needs.
Ability to gain and sustain knowledge of Federal and State Swimming Pool Regulations as applicable.
Ability to gain and sustain knowledge of Washington State Public swimming pool regulations, including water quality standards, water testing and monitoring and personnel training and certification.

Responsibilities

Administers assigned recreation programs and facilities to achieve goals within available resources.
Assists in the preparation of the annual budget for various recreation programs and facilities.
Monitors revenues and expenditures to assure sound fiscal control and efficient use of budgeted funds, personnel and other resources.
Provides recommendations to the Recreation Program Manager for program and facility fee revisions.
Develops partnerships and marketing strategies to enhance programs, facilities and services. Prepares and distributes marketing tools including brochures, posters, flyers, and media releases. Makes presentations to business groups, community organizations and the general public.
Administers the aquatic and/or athletic recreational programs including but not limited to: receiving registrations and creating balanced programs; scheduling swim lessons, aquatic certification courses and swim team practices and meets; coordinating all aspects of public swim programs including but not limited to facility maintenance, aquatic personnel, cash handling and concession operations; determining staffing needs; receiving and resolving customer feedback; creating regular season schedules while considering accommodation of individual team needs; monitoring player conduct and performance of referees; adjusting divisions to enhance parity; rescheduling games as necessary; purchasing awards, equipment and supplies; determining playoff seeding and creating and distributing tournament schedules; administering tournaments; resolving protests and disciplinary issues; and presenting trophies and awards.
Coordinates two aquatic facilities concessions stands; including training staff, ensuring the proper inventory of food / utensils, maintaining concession stand equipment, creating menu and menu prices for each season, and monitoring revenue and expenses throughout the operation season.
Assists with hiring, training, scheduling and evaluating seasonal aquatic and/or athletic staff including Aquatic Coordinators, Pool Managers, Water Safety Instructors, Lifeguards, Cashiers, Concession Workers, Referees, Facility Supervisors and interns.
Coordinates all aspects of aquatic, athletic, or other recreation programs including but not limited to registration forms, schedules, rules, policies and procedures, operating manuals, disciplinary procedures, inter-cooperative and facility use agreements in coordination with County Risk Management and legal consults to ensure efficient and effective operations, while minimizing the liability to Spokane County associated with operating recreation programs and services.
Assists in keeping employees and facilities in compliance with the Revised Code of Washington (RCW), Federal regulations and the American Red Cross and applicable guidelines for aquatics, athletics, or other recreational programs.
Assists in developing, evaluating and standardizing policies and procedures to improve efficiency, safety, and effectiveness of operations for aquatics facilities, playing fields, gymnasiums, and other facilities.
Assist in the coordination of all aquatics and/or athletic program trainings on various topics including policies and procedures, emergency action plans, customer service, disease transmission prevention, use of personal protection equipment, cash handling procedures, concessions operations, sexual harassment awareness, alcohol and drug abuse, marketing, maintenance procedures, uniform requirements, water testing and record keeping.
Orders and maintains inventories of supplies and equipment for programs.
Administers contracts and schedules for recreation facilities and officials for various programs as directed.
Assists with research, applications, and administration of awarded grants that benefit recreation programs and facilities.
Assists with coordination of fundraising activities and sponsorships that contribute towards successful recreation programs.
Responds to public inquiries about recreation programs and schedules through various types of correspondence or by attending public meetings and by making public presentations.
Assists with planning and development of long-range goals for the department, including recommendations for new facilities and programs.
Attends professional development workshops and conferences to keep abreast of trends and developments in the field of recreation management.
Serves on various committees as requested.
Assists community groups with the special event permit application process by identifying event needs toward: permitting, liquor licensing, facility reservations, and minimum additional amenities.
Prepares Special Event Permits and Facility Reservation Paperwork for approved applications.
Performs other related duties as required/assigned.
