About The Position

The CDC Foundation managed over 300 CDC-led programs in the United States and in more than 130 countries last year. Overview: The CDC Foundation is seeking a Recovery Coordinator assigned to the North Carolina Department of Health and Human Services. The position assists with recovery coordination from Tropical System Helene, planning for recovery from future incidents, and ongoing tracking and implementation of after action items. This role aids the Local Health Department Response and Recovery Chief in ongoing support to impacted communities, which includes, but is not limited to, liaising with local health departments, state and Federal agencies, and non-profit organizations. Additionally, the Recovery Coordinator will assist with comprehensive updates to fatality management plans based on lessons learned from Tropical System Helene, which will include making updates to core plan documents to reflect additional stakeholders and their capabilities, adding annexes to better support staff in the transition from daily operations to surge operations, incorporating more stakeholders in plan contributions and concurrence, and developing training, workshops, and exercises to be delivered and/or shared with stakeholders. Prior local health department leadership experience is preferred but not required. Compassionate leadership, operational focus, and effective communication with local, state, and federal officials are required. Position is home based but may require occasional overnight travel.

Requirements

  • Bachelor's degree from an appropriately accredited institution and one (1) year of progressively responsible emergency management, emergency services, or other professional services directly related to the area of assignment, OR
  • An equivalent combination of education and experience.
  • Thorough knowledge of the principles and practices of public and business administration.
  • Ability to initiate and install administrative programs and procedures and to evaluate their effectiveness.
  • Ability to exercise judgment and discretion in establishing, applying, and interpreting policies and procedures.
  • Ability to establish and maintain effective working relationships with agency personnel, officials, and the general public.
  • Ability to analyze, organize and present technical and programmatic information effectively in oral and written form.
  • Ability to analyze data and situations, reason logically, and draw valid conclusions.
  • Ability to write clear and concise instructions and to deliver clear and accurate verbal instructions.
  • Effective interpersonal skills, and ability to facilitate meetings with a range of partners.
  • Excellent computer skills with word processing and spreadsheet experience.

Responsibilities

  • Work closely with emergency response and human services leadership to support the coordination of all programming aspects.
  • Develop, implement, and administer statewide emergency management programs supporting all-hazard preparedness, response, recovery, and hazard mitigation.
  • Support coordination, development, implementation and evaluation of plans, policies, procedures for special emphasis emergency programs or services provided by the division.
  • Contribute to the development of training, workshops or other related exercises and deliver information to stakeholders and others.
  • Organize meetings and other activities to ensure program goals and deliverables are achieved.
  • Serve as an expert or lead in the area of assignment.
  • Perform high-level administrative work in developing and maintaining emergency response efforts and human services programming.
  • Responsible for analyzing and solving technical problems of the section; the enforcement of laws and regulations; and frequent public contacts in promoting established programs.
  • Must be able to perform work under limited supervision.
