About The Position

Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Facilities and Asset Management, Organizational Resources and Support Division, Business Operations Branch, Business Practices and Knowledge Management Section. ORS is responsible for overseeing resources and support for OFAM programs including: human capital management, recruiting and hiring, training and development, integration of OFAM-wide human capital initiatives, OFAM-occupied regional office space management and support, as well as various business operations functions ranging from records and information management to audit management, enterprise risk management, and business information systems management, recruiting and hiring, training and development, and integration of OFAM-wide human capital initiatives across the organization. ORS provides support for staff in the field by managing space and office planning, supply and equipment needs, health and safety initiatives, special events, and continuity of operations. This position starts at a salary of $105,383.00 (GS-13, Step 1) to $137,000.00 (GS-13, Step 10). Typical work assignments include: Conducting analyses to determine policy requirements, shepherding stakeholders through the policy development process, conducting policy review for leadership approval, developing and maintaining systems to track, store, and manage policy documents, coordinating the rollout of new or revised policies, and conducting regular reviews to address outdated policies. Ensuring the implementation and monitoring of the OFAM Policy, Procedure, Process, and Resources (PPPR) Lifecycle Management Standard Operating Procedure to ensure PPPRs are developed in a standardized manner that addresses all stakeholder requirements, in collaboration with the OFAM Internal Control Manager. Collaborating with OFAM Division Document Control Managers to effect document control and related internal control improvements, promote compliance with relevant government regulations, policies, and directives, and promote achievement of OFAM program objectives through internal document control, which ensures compliance with laws and regulations as well as consistent logging and application. Developing tools, methodologies, templates, and other job aids/guidance to assist programs in implementing, operating, and monitoring their internal controls related to document control systems and procedures. Collaborating with OFAM Divisions to develop OFAM reports, tools, policies, and standard operating procedures to effectively manage and oversee a robust document control program.   • Experience GS-13: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Applying knowledge of program internal controls policies, standards, and practices within the U.S. Government or private sector. Gathering, compiling, and writing document control procedures and assisting with the writing of such policy. Conducting analysis of control design effectiveness and recommending control improvements for policy, procedure, process, and resources (PPPRs), checklists access logs, and review boards to ensure consistent compliance and application. Planning, organizing, and monitoring progress to ensure that realistic objectives and milestones are established, to clearly assign responsibilities, and to successfully complete complex and long-term initiatives.
