About The Position

Under the supervision of the Director of Recipient Rights, the Office of Recipient Rights (ORR) Supervisor is responsible for assisting with the administration of the Recipient Rights protection system in accordance with the Michigan Mental Health Code. The Supervisor will also assist with the day-to-day supervision of line staff.

Judgement/Reasoning abilities.
A Bachelor’s Degree from a recognized college or university in a Human Service, Social Service, Public Health, Public Administration, Healthcare Administration, Health Management, Business Administration, Conflict Resolution, Criminal Justice or a related field.
Three (3) years of full time paid investigative work experience in human rights and/or criminal justice.
A valid State of Michigan Driver’s License with a safe and acceptable driving record.

Responsibilities

Assists with the supervision of line staff for the Office of Recipient Rights.
Provides supervision, support and education for ORR line staff regarding complaint resolution, ORR compliance, and support functions.
Review and Assign hotline calls, IRs, and death reports to front line staff.
Attend BTC meetings as assigned.
Assists in the management of the complaint resolution process to ensure alleged or suspected complaints of Recipient Rights violations are completed appropriately and timely in accordance with the mandates of the Michigan Mental Health Code and ORR policies and procedures.
Verifies that published items such as Acknowledgement Letters, 30-day letters, 60-day letters, RIF and Summary reports are all processed in accordance with the Mental Health Code and DWIHN policies.
Submits a weekly written report of findings to the ORR Director and Deputy Director and the Manager/Unit Leader with a plan of correction for any and all deficiencies.
Manages and coordinates the review and processing of incident reports received by the ORR Manager/Unit leader.
Develops and implements the training module for all new hires and prepares a 30-day written report to the Director and Deputy Director of the ORR.
Receive, review and assign complaints of suspected or alleged violations of the rights of recipients of services in accordance with the Michigan Mental Health Code.
Investigate complaints of alleged violations throughout the Network’s service delivery system.
Conducts interviews with recipients of services, witnesses, and employees.
Conducts reviews of service sites.
Writes comprehensive written reports of investigative findings.
Develops and recommends appropriate remedial action.
Testifies in criminal and civil litigation as the investigator and subject matter expert in issues involving violations of the rights of recipients of service.
Partners closely with regulatory and industry counterparts and law enforcement agencies.
Attends bi-weekly meetings with the Director and Deputy Director of ORR.
