About The Position

Job Purpose or Objective(s): Provide assistance, advice, oversight, monitoring, and coordination for the protection, management, planning, conservation, development, and use of trust and restricted lands (Individual and Tribal) including acquisition, disposal, tenure, right-of-way, permits, leasing, and sales. You will report to the Director of Real Property. Primary Tasks: 1. You will provide trust asset information, responsive to inquiries and for reporting purposes; research, analyzes, and reviews moderately complex or conflicting problems, provides recommendations on problems, and provides guidance to Tribal Members/landowners/BIA Offices/other Tribal Staff/State and Federal Agencies. 2. You will provide guidance to other agencies, BIA, State and Federal with moderately complex or complete work to confirm the accuracy of transactions, release of information, completeness, or processes. 3. You will ensure efficient processing of applications for i.e., Fee-to-Trust, patents, removal of restrictions, deeds, rights-of-way, surface/sub-surface leasing, Quiet Title Actions, Monitors the collection of trust fund transactions and permitting. 4. You will assist attorneys in Probate proceedings; provide an inventory of assets for decedents to attorneys, and other entities as requested; verify accuracy of heirship information, prepare reports for distribution, prepare documents for USA Trust Probate proceedings, counsel tribal members with estate planning, and the probate process, and encoding final probate documents into the Bureau of Indian Affairs probate tracking system and Trust Assets Accounting management system. 5. You will receive guidance on alternatives/solutions to land title problems from other realty staff, BIA, Solicitors Office, and legal teams; participate in the review and preparation for decisions and helps coordinate responses to inquiries of Tribal leaders/Tribal Members and any other entity or person who makes a request. 6. You will assist other realty staff prepare for audits of the realty program management practices, transactions, and legal instruments preparation to assure conformance with legal, statutory, regulatory, and policy requirements one time each year. 7. You will use the Trust Asset and Accounting Management System (TAAMS) for Title transactions and maintain an accurate digital and physical filing system. 8. You will consult with beneficiaries/lessees/ landowners/attorneys and other interested parties about the process options, documentation, and other needs that may be associated with restricted or trust lands for ownership and title status of Restricted or Trust lands. 10. Other duties as may be assigned.

Requirements

  • HS Diploma or equivalent
  • Must pass Federal background investigation for TAAMS (Trust Asset and Accounting Management System) access within 90 days of hire
  • Must pass TAAMS 3-day overview training
  • Knowledge of work involving title examination
  • 3 years of training or experience directly related to the line of work.

Responsibilities

  • You will review idle lands reports to identify lands available for lease from expiring leases.
  • Process documents for leasing of restricted or trust Indian Lands.
  • Negotiate the terms and conditions of leases or similar types of agreements or authorizing documents for different types of property.
  • Consult with beneficiaries/lessees/other landowners and interested parties about the leasing process, options and other needs and documentation.
  • You will provide accurate trust asset information to beneficiaries and facilitate tracking and resolution management for beneficiary inquiries or requests.
  • Prepare and publish advertisements for lease/contract; recommend and process contract approvals, disapprovals or awards; once awarded, ensure compliance with the terms and conditions of the lease.
  • Analyze transactions, including the application, land description, appraisal, TSR and other clearances to ensure compliance with statutory authority, laws, regulations, tribal ordinances and procedures.
  • Request inspections for compliance, analyze data, prepare reports, and ensure corrective action for violations.
  • Recommend alternatives/solutions to problems encountered.
  • Perform other tasks as may be assigned.
