About The Position

Under direction and supervision, performs advanced-level professional real estate appraisal work to determine the value of complex residential properties (e.g. vacant acreage zoned residential, agricultural properties and improved properties valued over million dollars) for tax assessment purposes; and performs related work as required. Defends assessments in the administrative appeal process, at the Board of Equalization level and in Circuit Court. Meets with taxpayers, property tax representatives, attorneys and county officials to explain the assessment process. Assists in the quality review of appraisals and training of both new and seasonal staff. Note: Salary offer will be commensurate with related work experience, licenses and/or designations and will not exceed the mid-point of the advertised salary range ($100,632.48). Requirements

  • Knowledge of the principles and practices of appraising commercial and complex residential properties;
  • Knowledge of local government tax assessment principles, policies, and procedures;
  • Ability to compute real estate values using income, market sales and cost appraisal methods;
  • Ability to organize and summarize facts related to appeal cases;
  • Ability to communicate effectively, both orally and in writing;
  • Ability to maintain effective working relationships with County officials, staff and citizens.
  • Graduation from an accredited four-year college or university with a bachelor's degree; plus three years field experience in the appraisal of real property.
  • Possession of a valid motor vehicle driver's license.
  • The appointee to this position will be required to complete a criminal background check and a driving record check to the satisfaction of the employer.
  • This position is emergency/essential services personnel. (Required to report for duty during inclement weather and/or other emergencies.)
  • Must be physically able to field measure new residential property construction, to include houses, decks, additions, etc.

Nice To Haves

  • Certified Residential or Certified General Appraisal License, or
  • Designation from the International Association of Assessing Officers (AAS, RES, CAE) and/or the Appraisal Institute (MAI, SRA, SRPA).
  • Experience in mass appraisal for real estate assessments.
  • Proficient in Microsoft Office (Word, Excel).

Responsibilities

  • Collects data for appraisal analysis of commercial and complex residential properties;
  • Analyzes data and applies income approach as well as other traditional approaches in determining property value;
  • Defends assessments in the administrative appeal process and before the Board of Equalization;
  • Assists the litigation team in preparing the defense of assessments in Circuit Court;
  • Responds to requests for assessment information and interpretation of the appraisal process from County officials and staff, the Board of Equalization, property owners and the public;
  • Assists in the training of new Real Estate Appraisers;
  • May provide leadership for major appraisal projects.
