About The Position

This position is directly responsible for all activities and operations related to Raw Water systems and supply.

Requirements

  • Bachelor's or Associate's Degree with emphasis in administrative or engineering related fields; or an equivalent combination of education and experience substituting two (2) years of experience for one (1) year of education.
  • Valid Oklahoma Class D Driver's License.
  • Must be bondable.
  • Eight (8) years supervisory and administrative experience for continuous operation of mechanical/electrical equipment of critical operation units.
  • Experience in customer relations.
  • Proficiency with MS Word and Excel.
  • Knowledge and/or experience in operation and maintenance of medium voltage electrical switch gear, controls, and power distribution from a high voltage substation.
  • Knowledge and/or experience in operation, maintenance, technical design knowledge of high volume vertical centrifugal impeller water pumps and systems.
  • Knowledge and/or experience in operation and maintenance of large H.P. (>1,000) alternating and direct current electrical vertically mounted motors.
  • Knowledge and/or experience in operation and maintenance of high and medium pressure ("36 diameter) valves and flow control devices.
  • Knowledge and/or experience in operation and maintenance of mechanical drive devices.
  • Knowledge and/or experience in operation and maintenance, design, and construction of large volume (2 MG) steel and concrete water storage tanks and associated protective coatings.
  • Experience developing and operating effective electrical power demand operations methods for most effective and efficient electrical power consuming systems.
  • Knowledge and/or experience in operation, maintenance, design, and construction of large diameter medium pressure water conveyance pipelines and associated appurtenances.
  • Knowledge and/or experience in operation, maintenance, and construction of small and medium size water impoundment and storage concrete and earthen dam structures of low, medium and high hazard Oklahoma designation.
  • Knowledge and/or experience in execution of management of operation, maintenance, reporting and sampling techniques required by the Federal Environmental Protection Agency for superfund sites.
  • Knowledge and/or experience in maintaining functional leadership of operation and maintenance requirements for a municipal jointly owned raw water supply conveyance system with (and sometime for) the second joint municipal owner through direction of inter-local cooperation agreement.
  • Knowledge and/or experience in design engineering solutions and supervising execution for operational problems.
  • Knowledge and/or experience in preparing project specifications and bidding documents and executing medium and large capital contracts and municipal projects.
  • Knowledge and/or experience in supervising and executing operation, management, and maintenance of municipality with landowners.

Responsibilities

  • Plans, organizes, staffs, and directs daily activities related to the Skiatook Raw Water Conveyance System (SRWCS). The SRWCS is jointly owned by both the Sand Springs Municipal Authority and the Sapulpa Municipal Authority. The SRWCS originates at Skiatook Lake.
  • Plans, organizes, staffs, and directs daily activities related to Shell Lake, including the Dam, Flood Control, and Bridge Inspection.
  • Directs the hiring process of personnel associated with the SRWCS.
  • Prepares agendas for board meetings and submits agenda items for City Council and Municipal Authority meetings.
  • Ensures compliance with required licenses and permits for personnel within the Division as required for performing assigned duties.
  • Coordinates activities of the department with other departments, divisions, and City officials.
  • Responsible for the preparation and monitoring of the departmental budget.
  • Reviews and approves requests for materials, supplies, and services.
  • Recommends and requests capital improvement necessities to improve operations.
  • Manages assigned Capital Improvement Projects.
  • Recommends and administers departmental policies.
  • Prepares reports, studies, memoranda, and correspondence.
  • Conducts site visits at both Skiatook Lake (Osage County) and Shell Lake (Osage County).
  • Verifies required state and federal reports.
  • Responds to questions and concerns of the general public.
  • Provides assistance to Public Works Director.
  • Performs other duties as assigned, including assisting other departments as required.
