Apply entry level engineering/accounting principles in the forecasting of revenue, sales, costs and rate changes; conduct/analyze rate cases; make recommendations on Division long range financial planning; and conduct cost of service studies. ESSENTIAL FUNCTIONS\: Analyze electric, gas and water rate trends, cost estimates, engineering studies and regulations to determine Division cost savings/revenue. Apply engineering and accounting principles for long range budget planning and cost of service studies for utility systems. Perform detailed engineering/accounting studies and long range planning for Division revenue with the aid of computer analysis; test rate changes for cost effectiveness. Develop and maintain computer programs on rate data and cost figures for research; participate in software development and implementation. Prepare various records and reports; assist in preparation and analysis of budgets. Provide technical advice and assistance to Division's lawyers, Board, President & CEO and various personnel; attend various meetings to answer questions and resolve problems. Study engineering projects, policies, various rules, codes, regulations, and accounting/financial records to keep abreast of changes in rates and at the Division; coordinate work of this area with other areas and outside agencies. Make presentations to Board, City Council and news media on rate changes. Operate Division vehicle. Perform other duties as required.
