About The Position

Overview The Procurement Advisor serves as a trusted subject matter expert and strategic advisor to RAMPxchange members, guiding them through all phases of the procurement lifecycle from planning and solicitation strategy through evaluation and award. This role applies advanced knowledge of public-sector procurement regulations, compliance frameworks, and best practices to advise members on complex and non-routine procurement matters. The Procurement Advisor reports to the Senior Procurement Advisor and exercises independent judgment in interpreting regulations, assessing procurement risk, recommending compliant procurement strategies, and influencing procurement outcomes that have material financial, operational, and compliance impact. This role collaborates cross-functionally with other advisors and contributes to the development of platform-wide procurement standards, tools, and educational resources. RAMPxchange: Cybersecurity Marketplace Responsibilities Strategic Procurement Advisory Serve as a subject matter expert in public-sector procurement, advising members on procurement strategy, solicitation structure, evaluation methodologies, and award considerations. Interpret and apply state and federal procurement regulations, including FAR, DFARS, and Uniform Guidance, to complex and non-standard procurement scenarios. Recommend compliant procurement approaches that balance cost, risk, timelines, and regulatory requirements. Solicitation & Evaluation Leadership Lead members through the development of RFx solicitations, including defining requirements, drafting scopes of work, and recommending evaluation criteria. Advise proposal evaluation processes and award documentation, exercising independent judgment to ensure defensible and compliant outcomes. Assess procurement risks throughout the solicitation and contracting lifecycle and determine appropriate mitigation strategies. Compliance & Risk Management Evaluate procurement activities for regulatory, contractual, and compliance risks and advise members on corrective actions when necessary. Review vendor “Buy Now” listings for compliance, clarity, and alignment with procurement best practices, exercising discretion to recommend approval or remediation. Advise documentation practices to support audit readiness and procurement integrity . Program & Platform Contribution Contribute to the development and continuous improvement of procurement templates, tools, standards, and guidance used across the RAMPxchange platform. Influence platform-wide procurement best practices and governance through analysis, recommendations, and advisor collaboration. Maintain awareness of evolving procurement regulations, trends, and enforcement practices and proactively advise on implications. Education & Enablement Design and deliver training sessions, workshops, and guidance materials to educate members on procurement best practices, compliance requirements, and risk management. Serve as a thought partner to members and internal stakeholders on procurement of innovation and efficiency.

Requirements

  • Bachelor's degree in business administration , Supply Chain Management, Public Administration, or related field (or equivalent experience).
  • Minimum of 2–3 years of procurement experience, preferably in government or government contracting environments.
  • Demonstrated experience managing the solicitation process and evaluating proposals.
  • Strong knowledge of procurement principles and best practices.
  • Understanding state and federal procurement laws and compliance standards.
  • Excellent written and verbal communication skills.
  • Ability to manage multiple projects and deadlines in a fast-paced environment.

Nice To Haves

  • Experience with collaborative platforms and virtual procurement environments is preferred.
  • Familiarity with Uniform Guidance, FAR (Federal Acquisition Regulation) and DFARS (Defense Federal Acquisition Regulation Supplement) is preferred.
  • Certification such as Certified Professional in Supply Management (CPSM), Certified Purchasing Professional (CPP), Certified Public Procurement Officer (CPPO), or Certified Professional Public Buyer (CPPB) is a plus.
