About The Position

The Program Project Manager is responsible for managing network-wide capital investment projects and overseeing railcar production planning across multiple facilities. This role ensures that capital projects and production programs are delivered on time, within budget, and to the required specifications. The position works closely with Plant Managers, Operations, Fleet Management, Sales Managers, and Contractors to align resources, capacity, and production program schedules across the network.

Requirements

  • Bachelor's degree in engineering, Business Administration, or related field, or equivalent work experience.
  • 5 years' experience in the Railcar Operations.
  • Strong communication skills.
  • Experience with Smartsheet or similar project/planning software.
  • Microsoft Office Suite proficient.

Nice To Haves

  • PMP or equivalent certification is a plus.

Responsibilities

  • Develop and manage project plans, defining scope, timelines, and budgets.
  • Allocate and manage financial, human, and material resources effectively.
  • Approve purchase orders, monitor invoices, and ensure projects stay within allocated budgets.
  • Identify and mitigate risks to project schedules, budgets, or quality.
  • Supervise and coordinate projects, including contractors and internal staff.
  • Ensure compliance with safety regulations, quality standards, and industry codes.
  • Maintain strong relationships with vendors, contractors, and regulatory agencies.
  • Oversee vendor and contractor agreements from start to completion.
  • Maintain comprehensive documentation, including permits, reports, and compliance records.
  • Align shop capacity with active and upcoming railcar programs, considering operational constraints and customer preferences.
  • Develop production proposal schedules based on available capacity.
  • Reassign programs between shops when needed to meet deadlines and optimize throughput.
  • Coordinate with operations, fleet management, and sales teams on program adjustments.
  • Maintain accurate documentation in Smartsheet, including Scope of Work, Sell Detail, Bill of Materials, and approved schedules.
  • Document and communicate any changes to production plans and update capacity forecasts.
  • Support continuous improvement initiatives and contribute to KPI tracking such as cycle time adherence, schedule variance, and material readiness rates.
  • Identify and address recurring operational issues affecting program flow.
