About The Position

This position is accountable for developing and managing the department’s Passenger Rail capital and operating budget, annual and multi-year rail programs, promulgating rules associated with these programs, developing strategies and legislative initiatives.

Requirements

  • Completion of a bachelor's degree majoring in business, public administration, project management, rail engineering, transportation engineering, rail planning, environmental science, or rail construction management PLUS four years of related experience in project management, rail engineering, rail planning, or environmental science; OR Twelve years of related experience in project management, rail engineering, rail planning, or environmental science.
  • Two years of supervisory experience.
  • Requires a valid driver’s license.
  • Requires successful completion of a background screening.

Nice To Haves

  • Understanding of rail engineering and railroad operations.
  • Knowledge of railroad corridors, passenger services, and design and planning of passenger rail infrastructure.
  • Familiarity with the Illinois Commerce Commission (ICC), Federal Railroad Administration (FRA), Federal Highway Administration (FHWA), and National Environmental Policy Act (NEPA) requirements and constraints.
  • Experience with fiscal management regarding appropriation, budgeting, and scheduling.
  • Experience with management of rail planning projects and staff.
  • Excellent communications skills.
  • Ability to think critically and problem solve issues.

Responsibilities

  • Develops strategies and legislative initiatives to increase resources available to the department for rail programs and to improve control of the programs.
  • Develops and manages the capital and operating budgets, the State Rail Plan, and the Annual and Multi- Year State Rail Program for the Passenger Rail Programs.
  • Develops and implements fiscal guidelines and administrative rules that meet the goals and objectives of the department for prioritizing, selecting, approving and managing projects, and overseeing all associated audit requirements.
  • Organizes, trains, motivates, directs and evaluates subordinate personnel to assure effective and efficient accomplishment of the Rail Corridor Management Section’s responsibilities and to ensure compliance with departmental safety rules, practices and procedures.
  • Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
  • Performs other duties as assigned.
