About The Position

This position is accountable for supervising the analysis and development of response strategies for emerging issues, new technologies, and new and existing state and federal legislation. Response strategies may range from situational awareness to compliance, policy adaptation or development of new proposed programs and policies. This position coordinates the efforts of the Policy and Innovation Section with staff and leadership across all the department’s bureaus and offices.Essential Functions Manages staff and budget needs for the Policy and Innovation Section. Identifies emerging innovative transportation trends from public and private sectors to determine the viability of new programmatic areas within the department. Manages policy analysis in support of programs and potential new initiatives from budgetary, legislative, and programmatic perspectives. Analyzes potential impacts of proposed legislation to the department. Develops alternatives or recommendations on matters affecting the department. Ensures that the most effective and responsible policy recommendations are developed into realistic, implementable programs for the department. Maintains effective liaison with groups and individuals within the department as well as external interest sources. Provides accurate and comprehensive advice to the IDOT management team on a variety of sensitive issues on a timely basis. Evaluates the merit of special problems for the agency and analyzes financial benefits and effectiveness. Trains and evaluates staff. Represents, occasionally, the department at committees, conferences, meetings, and other events. Performs duties in compliance with departmental safety rules.  Performs all duties in a manner conducive to the fair and equitable treatment of all employees. Performs other duties as assigned.

Requirements

  • Completion of a bachelor’s degree majoring in public policy, political science, economics, business, public administration, science, transportation planning, or urban planning PLUS six years of progressively responsible managerial experience in public policy, political science, policy analysis, economics, business, public administration, science, urban planning, or a combination thereof. OR fourteen years of experience in public policy, political science, policy analysis, economics, business, public administration, science, urban planning, or a combination thereof.
  • Three years of supervisory experience.
  • Requires a valid driver’s license.
  • Requires successful completion of a background screening.
  • Requires occasional statewide travel and out-of-state travel with overnight stays.
