About The Position

As an R&D Grants Manager supporting our Federal government client, you will be trusted to assist with portfolio management, project oversight, and coordination across funded awards under the CHIPS Act while also providing critical communications and outreach support to enable the success of CRDO initiatives. This role focuses on programmatic support functions, monitoring the performance of funded initiatives, and assisting with long-term planning for new R&D programs.

Requirements

  • Bachelor’s degree and 15 years of work experience managing large portfolios or supporting programmatic/project management functions for federal or public sector initiatives.
  • Strong experience in schedule management, performance monitoring, and program oversight in multi-stakeholder environments.
  • Proficiency in tracking deliverables, maintaining project schedules, and coordinating across funded projects.
  • Excellent oral and written communication skills to assist with outreach material preparation, stakeholder coordination, and report development.
  • Proficiency with Microsoft Office Suite and project management tools/software.
  • Strong organizational and analytical skills with the ability to synthesize information and recommend solutions.
  • Able to work onsite/hybrid based on client requirements in Northern VA and the DC metropolitan area.
  • US citizenship and the ability to obtain a public trust clearance

Nice To Haves

  • Familiarity with federal R&D portfolios, particularly CHIPS initiatives and semiconductor-related programs.
  • Experience with Broad Agency Announcements (BAAs), including their solicitation and award processes.
  • Background in portfolio management or performance monitoring techniques for research investments.
  • Knowledge of semiconductor R&D, advanced technologies, or innovation ecosystems.
  • Experience coordinating outreach campaigns or stakeholder engagement efforts for public programs.
  • Familiarity with knowledge management tools and practices for large program operations.

Responsibilities

  • Programmatic Portfolio Management: Assist with the management of the client’s funded BAA portfolio, ensuring projects meet approved performance metrics, deliverables, and milestones. Track project progress across awardees and provide regular updates to leadership.
  • Performance and Reporting: Develop and implement systematic approaches to monitor the performance of awarded contracts and grants. Help ensure objectives are met, funds are utilized appropriately, and reporting follows compliance protocols.
  • Schedule Management: Maintain and monitor project schedules, timelines, and calendars for programs and associated initiatives. Coordinate activities across multiple stakeholders to ensure deadlines are met efficiently.
  • Support for Broad Agency Announcements (BAAs): Provide administrative and logistical support for ongoing solicitation processes and award management activities.
  • New Initiatives Support: Provide programmatic assistance for emerging R&D initiatives. This includes conducting analyses to inform decision-making, tracking key milestones, and supporting the development of scopes and schedules for new projects.
  • Communications and Outreach: Support external communications and outreach efforts. Assist with drafting presentations, marketing materials, and correspondence for public and private stakeholders. Help organize outreach events, including industry engagements, BAA Days, and related activities to promote the program and foster collaboration within the semiconductor ecosystem.
  • Stakeholder Engagement: Collaborate with internal and external stakeholders, including awardees, technical experts, government officials, and industry partners, to ensure alignment with program goals and communication of important updates.
  • Process Improvement: Assist in identifying and implementing process improvements to optimize project management workflows and portfolio tracking systems.
  • Documentation and Knowledge Management: Maintain organized program files, correspondence, schedules, and progress reports. Ensure knowledge management practices align with customer requirements.
