About The Position

ECC is seeking a Quality Control Manager that is responsible for managing the Contractor Quality Control (CQC) program and organization for large-scale marine construction projects in the Indo-Pacific region (islands). The QC Manager shall ensure full compliance with the site-specific Quality Control Plan, contract requirements, approved submittals, and construction drawings. This role requires extensive experience in heavy civil and marine construction , including but not limited to pile driving, marine concrete, structural steel, dredging support structures, seawalls, wharves, piers, bulkheads, quay walls, and waterfront infrastructure. The Quality Control Manager will serve as the primary point of contact on all matters related to the CQC Program and will lead formal communication with the client, including USACE or other Federal/DoD representatives, as applicable.

Requirements

  • Demonstrated experience managing quality control programs on large-scale marine or heavy civil construction projects
  • Minimum five (5) years of experience in construction quality control, including at least two (2) years as a Quality Control Manager on marine or waterfront construction projects
  • Strong knowledge of marine construction practices including pile driving, marine concrete placement, cofferdams, structural steel erection, and waterfront infrastructure construction
  • Current Construction Quality Management (CQM) for Contractors certification or ability to obtain within 60 days
  • Ability to communicate effectively in written and oral formats with clients, government representatives, subcontractors, and project teams
  • Proven leadership in directing subcontractors and construction teams in meeting quality requirements
  • Proficiency in Microsoft Office, project management systems, and digital quality documentation platforms
  • Willingness and ability to work on-site in the Indo-Pacific region with rotational travel as approved by project management
  • Bachelor’s degree in Engineering, Construction Management, Engineering Technology, Building Construction, or related technical field. Equivalent construction experience may be substituted where applicable

Nice To Haves

  • Ten (10) or more years of experience in heavy civil or marine construction
  • Five (5) or more years serving as a Quality Control Manager on marine, port, waterfront, or coastal infrastructure projects
  • Prior experience on U.S. Federal Government or DoD marine construction projects, particularly with USACE
  • Proven experience using USACE Resident Management System (RMS)
  • OSHA 30-Hour Construction Certification
  • ACI Certification (Concrete Field Testing Technician or equivalent)
  • Certified Welding Inspector (CWI) or coatings inspection certification (preferred for marine steel structures)
  • First Aid and CPR Certification
  • Applicable Quality certifications (e.g., CQCM, CQM-C, or equivalent)
  • Experience working in remote or international project environments

Responsibilities

  • Ensure all marine construction activities are performed in accordance with the approved Quality Control Plan, contract drawings, technical specifications, approved submittals, and applicable building codes and standards
  • Oversee quality control operations for major marine construction components including pile installation, cast-in-place concrete, precast elements, structural steel erection, marine coatings, dredging interfaces, and waterfront structural systems
  • Implement and enforce the Three-Phase Control Process (Preparatory, Initial, and Follow-Up) for definable features of work
  • Conduct preparatory meetings for marine construction activities and verify work plans, material approvals, and inspection/testing requirements prior to execution
  • Coordinate, monitor, and document required inspections and testing (concrete testing, compaction, welding inspections, coating inspections, pile integrity testing, load testing, etc.)
  • Inspect and document receipt of marine construction materials including piling, reinforcing steel, structural steel, precast components, aggregates, and specialty marine products to ensure compliance with contract requirements
  • Review and process submittals for compliance with construction drawings and specifications; ensure timely submission and tracking
  • Author and maintain quality documentation including daily QC reports, testing logs, deficiency logs, inspection reports, and client correspondence
  • Prepare, track, and manage Requests for Information (RFIs) related to construction drawings, specifications, and field conditions
  • Identify non-conforming work and initiate corrective actions, including stop work authority when construction does not meet contract requirements
  • Coordinate closely with project management, superintendents, subcontractors, and testing laboratories to ensure quality standards are maintained throughout marine construction operations
  • Support project closeout activities including punch list management, as-built documentation review, testing certification collection, and final quality verification
  • Promote integration of quality control with project safety and construction execution planning
  • Perform other quality management duties as assigned in support of project delivery
