About The Position

The Quality Assurance (“QA”) Program Manager is responsible for maintaining and enforcing quality assurance standards for Information & Technology (I&T) services and projects across the organization. This role ensures that QA objectives and processes align with business cases, project objectives, and system requirements throughout software development, deployment, and maintenance. This includes technologies such as commercial and custom software, integration software, and operating systems. Quality Assurance Program Manager Hiring Salary Range: $109,000-$139,000 Actual compensation offer to candidate may vary outside of the posted hiring salary range based upon work experience, education, and/or skill level.

Requirements

  • Bachelor’s degree in Computer Science, Management Information Systems, Information Engineering or a related study, or equivalent combination of education and experience.
  • Knowledge of Software Quality Assurance principles and practices.
  • Knowledge of system testing techniques and tools, best practices and methodologies.
  • Knowledge of regulatory (SOX) and industry standards (CIP) applicable to Software Quality Assurance.
  • Knowledge of information technologies, including operating systems, APIs and integration technologies, application stack technologies, databases, scripting, and software development.
  • Knowledge of test tools, including test repositories and test automation platforms.
  • Knowledge in data management for use in report software, spreadsheets, graphs, and flow charts.
  • Proven data analysis, data verification, and problem-solving abilities.
  • Proven project management skills and/or substantial exposure to project-based work structures, including the ability to direct, plan, and coordinate the work of others.
  • Ability to maintain effective working relationships.
  • Excellent written and oral communication skills including coaching, listening, presentation and interpersonal skills.
  • Eight (8) years or more of hands-on design and implementation of Software Quality Assurance within IT, with knowledge in a minimum of two of the following disciplines: Solution Architecture Application Development Business Analysis Infrastructure and Data Center Operations And eight (8) years direct experience in overseeing the design, development, and implementation of quality assurance standards for software testing.
  • Experience in managing cross-functional teams or projects and influencing mid/senior-level management and other key stakeholders.
  • Experience with QA governance frameworks.
  • Experience building test automation at enterprise scale.
  • Willingness to travel as required. (Must possess a valid driver’s license.)

Nice To Haves

  • Preferred experience in Oracle Fusion, ServiceNow, Microsoft applications, Linux and Windows operating systems, local area networking, Oracle and SQL Server databases, REST APIs, and scripting languages.
  • Preferred experience integrating QA within SDLC/DevOps pipelines.
  • Preferred experience in qTest and Tosca.
  • Preferred experience in AI-supported test generation and execution.
  • Ability to communicate ideas in both technical and business user language.
  • Experience working in a team-oriented, collaborative environment.

Responsibilities

  • Maintain and develop Tri-State’s I&T Quality Assurance Program.
  • Lead the development, establishment, and enforcement of quality assurance measures and testing standards for I&T technologies through development, deployment, and maintenance.
  • Develop and maintain test and quality control processes, practices, and guidelines for new and existing technologies.
  • Ensure that software quality measures comply with regulatory standards Sarbanes-Oxley Act (SOX), industry standards Critical Infrastructure Protection (CIP), and accepted best practices.
  • Create and maintain methodologies and processes for the collection and analysis of data to ensure software, systems, and product quality.
  • Train, coach, mentor, and hold accountable, all participants and stakeholders to established QA processes and procedures.
  • Conduct audits to measure and assure adherence to established QA standards and processes for technology solution development, deployment, and maintenance.
  • Review change requests with material technology risk or insufficient QA evidence, ensuring alignment with QA standards.
  • Serves as the product owner for testing tools, such as test repositories and test automation platforms, including administration, operations, and maintenance responsibilities and developing tool and platform roadmaps that align with the I&T strategy and business needs for quality technology solutions.
  • Provides training on testing tools and QA best practices for all applicable participants and stakeholders.
  • Provides oversite of QA managed services with external parters.
  • Evaluate technology solutions’ documentation and technical specifications under consideration to determine quality assurance requirements.
  • Create and communicate test plans and scripts that will verify technology solution quality according to technical specifications, design specifications, and business requirements.
  • Assist the development of test plans and scripts for detecting defects in technology solutions during development, deployment, and maintenance.
  • Coordinate testing of technology solutions to ensure expected quality is achieved during development, deployment, and maintenance.
  • Analyze test results to discover and report any defects, bugs, errors, configuration issues, and interoperability flaws.
  • Communicate test progress, test results, and other relevant information to project stakeholders and executive management.
  • Apply established metrics to determine the readiness and quality of technology solutions due to release to members or Tri-State.
  • Perform other related duties as assigned.
