The Leidos National Security Sector (NSS) combines technology-enabled services and mission software capabilities in the areas of cyber, logistics, security operations, and decision analytics to support our defense and intel customers’ mission to defend against evolving threats around the world. The National Security Sector (NSS) seeks a Senior Quality Assurance Manager to lead quality assurance activities within Leidos on-site contract support to USCYBERCOM Operations directorate (J3), Cyber National Mission Force (CNMF), and Joint Task Force-Ares (JTF-ARES). Individual will lead development, implementation, and maintenance of comprehensive Quality Management Plan (QMP) for critical Task Order (TO) performance objectives. This position requires deep understanding of quality assurance and quality control methodologies, as well as the ability to integrate these methodologies with government requirements to ensure mission success. Timely and comprehensive quality assurance support to USCYBERCOM J3, CNMF, and JTF-ARES will underpin vital support to larger USCYBERCOM support to Unites States national security objectives. This opportunity is in anticipation of a potential future contract award.

Requirements

  • Active Top Secret/SCI (TS/SCI) security clearance with Polygraph required.
  • Bachelor's degree in Quality Management, Business Administration, Engineering, or a related field Advanced degree preferred. Additional years of experience may be considered in lieu of degree.
  • 12 plus years’ experience in the fields of quality management, quality assurance, or quality control within Department of Defense, and preferably with five to eight years’ experience supporting USCYBERCOM.
  • Demonstrated experience with developing and implementing Quality Management Plans for large-scale programs.
  • Expertise across the range of quality methodologies, to include Six Sigma, ISO standards, and Lean principles.
  • Experience auditing to external quality standards such as ISO9001/ISO20000/AS9100/CMMI Dev or Svc.
  • Experienced with peer reviews and process auditing and with collecting and analyzing metrics.
  • Ability to support timely, accurate, relevant analytical production, to include documents, summaries, issue papers, talking points, and briefings.
  • Demonstrated proficiency working in a fast-paced collaborative environment, ability to proactively multi-task and meet short deadlines.
  • Strong interpersonal, critical thinking, and communication skills, including the ability to clearly convey complex and technical data to nontechnical consumers.
  • Able to work across Department of Defense and Intelligence Community agencies to support organizational goals.

Nice To Haves

  • Master's degree within quality assurance or business management fields, with emphasis on data analysis.
  • Certifications such as Certified Quality Engineer (CQE), Certified Quality Auditor (CQA), or Project Management Professional (PMP).
  • Broad knowledge of Blue-space Cyber capabilities and demonstrate understanding of available Cyber infrastructure or platforms to conduct CO.
  • Knowledge of the range of CO and their underlying intelligence support needs, topics, and focus areas.
  • Knowledge of computer networking fundamentals as well as concepts, terminology, and operations of a wide range of communications media (computer and telephone networks, satellite, fiber, wireless).

Responsibilities

  • Lead development, implementation, and maintenance of comprehensive Quality Management Plan (QMP) that aligns with USCYBERCOM J3, CNMF, and JTF-ARES mission objectives and Task Order requirements.
  • Ensure the QMP is updated as program processes evolve, and changes are identified.
  • Identify and apply appropriate quality methodologies (e.g., quality control and/or quality assurance) to meet TO performance expectations and objectives.
  • Integrate quality methodologies seamlessly with government requirements to ensure compliance and operational excellence.
  • Establish metrics and benchmarks to monitor and evaluate the effectiveness of quality processes and conduct regular audits and assessments to ensure adherence to the QMP and identify areas for improvement.
  • Work closely with government stakeholders to understand requirements and ensure alignment with the QMP and provide regular updates and reports on quality performance to USCYBERCOM leadership.
  • Identify opportunities for process improvement and implement changes to enhance quality outcomes.
  • Support Leidos reporting, such as Quality Management Reviews, In Process Reviews, Weekly Activity Reports, and Monthly Operational Reviews.
  • Stay current with industry’s best practices and emerging trends in quality management.
  • Interpret and apply laws, regulations, policies, and guidance relevant to daily activities.
  • Communicate complex information, concepts, or ideas in a confident and well-organized manner through verbal, written, and/or visual means.
