About The Position

The Division of Laboratory Services (DLS) offers an exciting, ever-changing work environment with many opportunities to support public health initiatives while advancing personal career development. Charged with responsibility to the Commonwealth's citizens, we work to improve the health and safety of Kentuckians through prevention, promotion, and protection. We are seeking a motivated and efficient Purchasing Officer I, a new but vital position in the Procurement Section of the Business Operations Branch, responsible for creating complex requisitions for technical non-professional services that exceed the assigned Small Purchase Authority for approval by Finance and Administration Cabinet. Procurement is ever-changing based on policy and statute with FAC (Finance and Administration Cabinet). The candidate for this position needs to be a fast learner, detail-oriented, enthusiastic, motivated to do an excellent job, eager to improve systems, and willing to keep the team informed of issues. The successful candidate needs to be professional, polite, attentive to details, and understands the Health Insurance Portability and Accountability Act (HIPAA).

  • Perform MS Excel, Word, Power Point experience.
  • Strong customer service skills, written and verbal communication skills.
  • Some experience with the (Electronic Management Administrative and Reporting System (Emars) is helpful, but not required. Must have the ability to learn how to process payments/orders in Emars.
  • Some working knowledge of Finance Administration Policies and Procedures for purchasing or the Model Procurement Code (KRS45A) is helpful, but not required.
  • Finance Administration Policies, Statue, and contractual language set forth by the Finance and Administration Cabinet.

Responsibilities

  • Performs beginning level duties in the procurement of or payment of goods and non-professional services in accordance with the agency's Small Purchase Authority.
  • Reviews purchasing documents and applies applicable policy. Division of Laboratory Services (DLS) Pro-card holder to procure laboratory supplies as requested.
  • Serves as a DLS Procard holder. Contacts vendors by phone and email to resolve inaccuracies as needed.
  • Administers PPATS requests based on DLS needs for supplies and kits and keeps leadership apprised of status.
  • Identifies and analyzes Finance Cabinet and Cabinet for Family and Health Services (CHFS) purchasing rules, regulations and policies. Monitors and audits acquisition request documents for conformance with the Model Procurement Code (KRS 45A).
  • Research inquiries and correspondence from vendors, staff and other agencies regarding invoice discrepancies and policy discrepancy issues related to purchasing and budget as they arise.
  • Serves as the back-up to the accounts payable and receivable staff, property officer and stock room team members.
  • Assists with and follows all procedures for disposing of surplus property and coordinates with inventory control.
  • Attends meetings and takes minutes as needed. Informs management when assistance is needed or when issues arise.
