About The Position

Under general direction, performs procurement functions in compliance with policies, procedures and applicable State and Federal rules and regulations. With minimal supervision allowing for independent judgement and action, acts as a liaison between department leaders to meet organizational priorities and procures equipment, supplies and services at the best value possible for the Healthcare Delivery (HCD) department or functions. Prepares informal bids and formal solicitations for Healthcare Delivery projects within established purchasing procedures and applicable laws, reviews HCD departmental requests, communicates with vendors, manages process from planning to execution of contract. Hybrid = Individuals in this position may work both at an approved off-site location and onsite at a primary location or multiple locations based on business needs

Requirements

  • High School Diploma or equivalent
  • 2 years of procurement experience, to include Purchasing and Contracts management.

Nice To Haves

  • Bachelors Degree in a related field from an accredited college or university
  • 2 years of experience in governmental procurement, including technical/specialized purchasing in Healthcare Delivery (HCD) supplies and equipment.
  • review of HCD Procurement specifications,
  • review of scopes of work in HCD,
  • identification and selection of procurement methods,
  • issuance of HCD purchase orders against existing cooperative or company group purchasing contracts,
  • identification of evaluation criteria,
  • preparation and advertising of HCD solicitation documents, and
  • experience working with customers and stakeholders to perform business needs assessments
  • 1 year of experience with DIR Cooperative and other Cooperative Purchasing and Contracting Procedures
  • Certified Professional Public Buyer (CPPB preferred). May require current Texas Driver’s License and proof of automobile liability insurance coverage on personal vehicle utilized for work-related purposes

Responsibilities

  • Plans, develops and awards simple to complex solicitations and contract awards in Healthcare Delivery HCD) field to support assigned business leader’s strategy and operational needs.
  • Partners with HCD department to ensure the most appropriate means of purchase is utilized to ensure accuracy and contract optimization.
  • Develops informal and formal solicitations for the HCD department based on policy guidance and business needs, including every phase of planning and development of procurements and assists with moderately complex solicitations in key areas.
  • Research, interviews and negotiates HCD purchases with suppliers to obtain prices and specifications.
  • Provides information and assistance to staff regarding purchasing procedures, purchase order/bid status updates and contract status.
  • Creates, manages and maintains database and documentation for HCD Procurement projects, including reviewing for conformity to negotiated rates, rules and regulations.
  • Develops and implements Historically Underutilized Business (HUB) vendor outreach and education.
  • Coordinates and manages HCD pre-bid conferences with vendors; Posts public notices for HCD solicitations and projects as applicable.
  • Reviews and approves HCD department purchase orders, solicits bid proposals and reviews requisitions for goods and services purchased. Places orders against existing contracts or approved requisitions.
  • Compiles data for, and prepares Contract, Procurement and HUB Utilization reports for IT purchases to report to -Executive Management and the Board of Managers.
  • Implements records management practices for assigned area(s) according to policy and procedure and maintains assigned files and records.
  • Collaborate with project sponsors and HCD business owners to guarantee projects and requests align with customer and/or departmental strategies and goals.
  • Meets with customers and technical teams to understand, identify, and define business needs.
  • Supports the diversity and inclusion initiatives of the organization.
  • Completes the annual compliance training by scheduled deadline.
  • Performs other duties as assigned.
