About The Position

Under direct supervision of the Senior Director of Public Works, the Program Manager will be responsible for the overall success of Public Works programs. This role involves managing every aspect of the program, from planning and execution to monitoring and evaluation. The Program Manager will work closely with various departments and stakeholders to ensure the program's objectives are met efficiently and effectively.

Requirements

  • High school diploma or G.E.D. equivalent from an accredited educational institution.
  • One (1) year progressively responsible experience in a comparable management field, includes at least one (1) year supervisory experience.
  • Experience leading and/or collaborating with project and/or engineering teams; proficient ability to multi-task and effectively execute a range of precinct objectives and projects.
  • Valid Class C Texas driver's license and a good driving record.

Nice To Haves

  • Bachelor's Degree related field from an accredited educational institution (preferred).

Responsibilities

  • Develop comprehensive program plans that include detailed timelines, budgets, and resource allocation strategies, ensuring alignment with organizational goals and objectives.
  • Establish program objectives, policies, and procedures within Harris County specifications.
  • Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures, assess & monitor workload, administrative and support systems, and internal reporting relationships.
  • Identify areas for improvement and support the implementation of necessary changes.
  • Ensuring customer service-oriented delivery of the maintenance activities of the division in an efficient and effective manner.
  • Assists in developing customer service feedback and continuous responsiveness to objectives.
  • Ensures customer questions and concerns are addressed in a timely manner.
  • Assists Director with responding to the most complex customer issues.
  • Engage with internal and external stakeholders, including government agencies, community organizations, and the public.
  • Facilitate communication and collaboration to support program initiatives.
  • Lead and manage a team of professionals, providing guidance, support, and performance feedback.
  • Foster a collaborative and productive work environment.
  • Oversee the development and management of a data dashboard to track program metrics and performance indicators.
  • Ensure the dashboard provides accurate and timely information to support decision-making.
  • Conduct internal audits for the purpose of ensuring program operations are within and in accordance to fiscal practices of the Precinct.
  • Prepare regular reports on program status, outcomes, and impact.
  • Conduct evaluations to assess program effectiveness and identify areas for improvement.
  • Perform any additional tasks or responsibilities as assigned by upper management or as necessitated by the evolving needs of the organization.
