About The Position

Under general supervision, performs inspections of public works construction projects to ensure compliance with specifications and to protect the health, safety, and welfare of the public; performs related work as assigned. Works under the general supervision of the Assistant City Engineer; does not have supervisory responsibilities. Requirements

  • High School diploma or GED equivalent supplemented by vocational/technical training in the construction trades; AND five (5) years construction trades experience; OR one (1) year experience as a public works construction inspector; OR an equivalent combination of education and experience.
  • Must possess a valid California Class C Driver's License.
  • City organization, operations, policies and procedures.
  • Principles and practices of the construction industry and building trades.
  • Principles of project cost accounting.
  • Construction inspection principles and techniques.
  • Methods, materials, equipment, and safety hazards of construction projects.
  • Interpreting and applying statutes, rules, ordinances, codes and regulations.
  • Interpreting construction specifications, plans/drawings and comparing as-built with engineering drawings, plans, maps and specifications for compliance.
  • Checking details, estimates, plans, and specifications of projects.
  • Detecting deviations from plans, regulations, and standard construction practices.
  • Assessing and prioritizing multiple tasks, projects and demands.
  • Resolving problems related to construction projects, contractor compliance and project design.
  • Operating a personal computer utilizing a variety of business software.
  • Effective communication, both verbal and written.
  • Establishing and maintaining cooperative working relationships with employees, contractors and the public.

Responsibilities

  • Inspects construction work to ensure compliance with the construction documents; ensures conformance to city standards; ensures that any/all work encroaching upon public right-of-way shall be compliant and have no adverse impact; ensures the protection of the public health, safety, and welfare.
  • Inspects all phases of public construction projects, including but not limited to, trenching, pipe installation, manholes, water or sewer services, fire lines and hydrants, pump stations, air release units and structures, roadways, sidewalks, landscapes, base installations, landscaping, etc.
  • Inspects all phases of encroachment permit(s) work for compliance and that all work/improvement conforms to city standards and specifications to protect the health, safety and welfare of public.
  • Maintains records of ongoing construction for as-built references, pay request approval and plan verification.
  • Prepares or completes various forms, reports, correspondence, monitoring sheets, checklists, inspection reports, notices to comply, stop work orders or other documents.
  • Prepares and maintains accurate records, reports of inspection/construction activities; generates electronic reports from field inspection data.
  • Attends pre-construction meetings with City engineers and reviews plans for public works construction projects.
  • Conducts final walk-through of construction projects.
  • Responds to questions, concerns and complaints regarding construction projects.
  • Assists with counter duties and responds to public information requests; encroachment permit requests/applications; coordinates inspection schedule for compliance and proper closeout of encroachment permits, inspection requests, etc.
  • Exhibits a professional, service oriented attitude toward customers and maintains productive working relationships.
  • Operates a motor vehicle, personal computer, general office equipment, measuring devices, camera or other equipment as necessary to complete essential functions, including the use of word processing, database, e-mail, internet or other computer programs.
  • Follows safety procedures, utilizes safety equipment, and monitors work environment to ensure safety of employees and other individuals.
  • Have a working knowledge of: Greenbook (latest edition), WATCH Manual, Standard Specifications for Public Works Construction, Cal-OSHA standards, public works standards and operations.
  • Coordinates inspection activities with other inspectors, other departments, property owners, contractors, utility companies or other individuals; communicates with supervisor, employees, other departments, property owners, contractors, engineers, utility companies, local or state agencies as needed to coordinate work activities, review status of work, exchange information or resolve problems.
  • Maintains a comprehensive, current knowledge of applicable codes, regulations, and standards; maintains an awareness of new methods, materials and trends in the profession; attends seminars, workshops, and training sessions as appropriate.
  • Performs other duties as assigned or required.
