About The Position

Under general supervision of the Public Works Director plans, schedules, organizes, directs, and evaluates the work performed in the construction, maintenance, and repair of the Town's Public Works infrastructure in one or more areas, including water distribution, roads and streets, storm water, and parks and community services. The Public Works Foreman is responsible for project management, public works construction, maintenance and repair, management of staff and assurance that all work projects are completed in accordance with plans, specifications, pertinent codes, ordinances, laws, regulations or goals and in a safe and efficient manner. The Public Works Foreman conducts field inspections and investigations, and performs a variety of other administrative or technical tasks related to assigned area(s) of responsibility. The Public Works Foreman may serve in the absence of the Public Works Director, as needed or assigned.

Requirements

  • Experience at the journey level in the construction trades or as a contractor or related field, including one year of lead supervisory responsibility. An equivalent combination of education and experience enabling the incumbent to perform the essential functions of the position may be considered.
  • Must possess a valid driver's license.
  • Working knowledge of procedures, methods, and techniques of construction, maintenance and repair, including preventive, predictive, and corrective maintenance within Public Works areas.
  • Working knowledge in the interpretation and application of pertinent Town codes, and State and/or Federal laws and regulations.
  • Working knowledge in project planning, implementation, and management.
  • Working knowledge of operations, services, and activities of a Public Works maintenance program.
  • Working knowledge of principles and practices of building and grounds maintenance.
  • Working knowledge principles and procedures of record keeping.
  • Working knowledge of safety procedures and practices.
  • Working knowledge and experience in supervising, training, evaluating and directing the work of others.
  • Working knowledge of effective reception and customer service practices.
  • English grammar, spelling, and usage.
  • Interpret and apply pertinent procedures, policies, and rules or regulations.
  • Perform all aspects of project management role and responsibilities.
  • Analyze problems, identify and develop effective solutions.
  • Supervise and direct the work of Utility Workers and highly skilled maintenance staff, temporary or seasonal staff and/or others.
  • Coordinate work with other sections and internal or external individuals.

  • Provide and wear personal protective equipment as may be required.
  • Apply sound judgment and practical knowledge to respond to or resolve issues and problems.

Responsibilities

  • Perform a variety of project management activities, including:
  • Conducting or coordinating the bid process, and selecting contractors, engineers or others.
  • Inspecting Public Works projects during construction for compliance with approved plans, codes and ordinances.
  • Resolving or addressing issues or problems that may arise with contractors, engineers and/or developers.
  • Maintaining accurate and concise records
  • Maintaining accurate and concise records and preparing, providing or presenting information or reports as requested or required.
  • Coordinating Town activities with private contractors engaged in public projects.
  • Organize, direct and implement maintenance program activities and schedules, including performing estimates for labor and material for assigned public works program area(s).
  • Review building plans and specifications for conformance to established standards and for compliance with Town codes or ordinances.
  • Review and issue right-of-way use permits and inspect permitted work.
  • Review and dispatch utility locate requests.
  • Calculate values for permit fees and perform field inspections or investigations.
  • Inspect and monitor private utility projects under construction within the Town's jurisdiction.
  • Coordinate with other Town Departments or Public Work areas as necessary.
  • Interact with contractors, utilities, public agencies, citizens and Town Departments in response to inquiries and complaints in area(s) of assignment. Receive, review/investigate and respond or recommend corrective action as necessary to respond to or resolve complaints. Handle on-site public relations; respond to questions and concerns from the public and provide a positive image; explain Town policies and repair and maintenance schedules or procedures.
  • Assist with budget preparation and administration; monitor and control expenditures and make recommendations to the Public Works Director to achieve goals within budget funds and available personnel.
  • Supervise staff; plan, assign, monitor, evaluate, establish and modify work methods and procedures.
  • Prepare and provide periodic or annual reports or other information as requested or required.
  • Enter and manipulate data using computer keyboard and video display terminal; calculator, telephone, fax, copier and printer.
  • Occasionally serve on-call evenings and weekends and respond to Public Works emergencies when called.
