About The Position

This position is responsible for the administrative, supervisory and investigative work of the Public Works Department. This is advanced professional and managerial work planning, organizing, implementing, and directing public works programs in the areas of public building maintenance, street and sidewalk construction and maintenance, storm water, traffic control, wastewater collection and treatment, water distribution, and public contract administration.

Requirements

  • The person in this position must have a high school diploma or its equivalent.
  • Ten years of related work experience is preferred, with a minimum of seven years strongly recommended.
  • An equivalent combination of education and experience will be considered.
  • The person in this position must have a valid Class B commercial driver's license with airbrakes and tanker certification; encouraged/desirable to be able to obtain a class C Missouri Water Operator's license and a DS3 license.
  • Must be able to pass a pre-employment drug and alcohol test and random drug and alcohol testing.
  • Must be able to complete confined space training.
  • Must be able to complete competent person training/certification.

Responsibilities

  • Develops and manages the departmental budget
  • Proposes line item budget based on prior year
  • Tracks expenditures on a monthly basis
  • Receives and tracks monthly expenses to stay within budget
  • Prepares and distributes the appropriate information needed to prepare annual budget
  • Oversees and maintains annual departmental budget
  • Supervises departmental personnel
  • Supervises all employees, establishing all scheduling practices and assigning appropriate tasks
  • Completes employee performance evaluations on a regular basis
  • Tracks and posts all scheduling, vacation time, comp time, and sick leave according to procedure
  • Oversees needed discipline and tracks all applicable documentation
  • Assures professional development for each employee
  • Performs administrative duties related to departmental functions
  • Advises City Administrator regarding progress of projects and assigned jobs
  • Maintains adequate inventories of supplies and equipment
  • Develops bid specifications for equipment and/or projects
  • Purchases supplies following City polices and procedures
  • Participates in the City's comprehensive planning process
  • Prepares and monitors the City Capital Improvement Plan and the department budget
  • Complete all reports and paperwork as required
  • Participates in public relations and education
  • Communicates regularly with various stakeholders, including City staff, other government entities, contractors and developers
  • Directs the implementation of transportation planning projects.
  • Attends Council meetings and other meetings as required
  • Provides technical assistance to city officials and the general public regarding public works issues as requested
