Plans, directs and reviews the activities of the Public Works Department. Duties may include, but are not limited to: planning, organizing, scheduling, and delegating assignments to subordinate supervisors; developing routing collection plans for residential and commercial refuse collection; reviewing collection methodologies and implementing process changes. Direction received is very general and focuses on strategic objectives and is typically collaborative in nature. This is a policy-making level of management and would be considered "upper middle" management. Directs and participates in the development and implementation of the City’s goals, objectives, policies and procedures involved in the refuse collection activities. Provides refuse collection management; plans, organizes, schedules, and delegates assignments to subordinate supervisors relative to household refuse collections methods; develops routing collection plans for residential and commercial refuse collection and various specialized trash services for designated geographic areas within the City; directs the collection programs to meet or exceed establish services levels. Develops efficient collection systems; modifies work methods; researches, analyzes existing collection methods to determine the feasibility of incorporating advance technologically to improve performance. Responds to and resolves difficult citizen inquiries and complaints. Manages operational and administration of budget; supervises and participates in the preparation and management of the department budget. Provides written and oral reports to executive level management and front line employees. Serves as department liaison to address waste collection and disposal needs for all City sanctioned events. Selects, supervises, trains and evaluates professional, technical and administrative support subordinates with a key focus on superior customer service. Establishes organization strategy and policy within required legislative or executive limitations and makes purchasing or resource allocation decisions within organization guidelines. Provides guidance to a varied group of Managers and Supervisors or may directly supervise a staff of professionals and team leaders engaged in an organization-wide or policy-advisory activity. Guidance should typically be general in nature and focus on objectives, end results, and policies May perform other duties as assigned.
