About The Position

The Transportation Enforcement Branch investigates possible violations of the Public Utilities Code, Commission regulations, and other California statutes involving passenger transportation carriers, which include transportation network companies, limousines, buses, and ferries. The Transportation Enforcement Branch investigates, researches, identifies, analyzes critical enforcement issues, testifies in formal proceedings, issues citations, and may develop appropriate recommendations as to settlements and penalty determinations. Under the supervision of a Program and Project Supervisor, the PURA V conducts complex economic, policy, and/or technical analyses and research on passenger transportation matters.

Requirements

  • Ability to reason logically and creatively; utilize a variety of analytical and research techniques to resolve complex problems.
  • Experience with consulting and/or advise Commissioners, top management and other interested parties on a wide range of issues relating to public utilities and/or transportation regulations.
  • Experience in project management, team leadership, and/or experience in planning, organizing, and coordinating the work of others.
  • Driver's License is required.

Nice To Haves

  • Experience leading workshops or public events.
  • Experience investigating complex cases involving fraud and/or consumer protection or enforcing or applying California Public Utilities Codes, Commission General Orders and Rules of Practice and Procedure.
  • Experience working with attorneys on litigation strategy, settlements, and/or dispute resolution/arbitration.
  • Minimum of two (2) years in a transportation industry, consumer protection, or safety-related industries.
  • Minimum of two (2) years of experience in analysis of complex data-driven projects and written reports.

Responsibilities

  • Investigates alleged violations of the Public Utilities Code, Commission regulations and other federal, state, and local laws for all jurisdictional carriers and takes appropriate enforcement action.
  • Conducts extensive research and complex analysis related to passenger transportation/vessel carrier activities statewide. Prepares reports based on analysis with recommendations.
  • Conduct extensive complex economic, financial, policy, legislative and/or technical analyses, research, investigations and/or audits related to passenger/vessel transportation, using a variety of methods, qualitative information and quantitative skills and prepare and present appropriate recommendations to management.
  • Participates in or leads joint field operations and surveillance activities with local, state, or federal law enforcement agencies.
  • Serves as Transportation and Enforcement Branch (TEB) team lead for formal Commission investigations and proceedings including Order Instituting Investigations, Orders to Show Cause and Rulemakings.
  • Serves as the investigative subject matter expert and trains lower-level investigators per the standard operation procedures.
  • Leads workshops, presents at CPUC meetings, and represent TEB at transportation-related conferences, Town Hall Meetings, and other venues as assigned.
  • Leads coordination with CPED's Transportation Licensing and Analysis Branch, Legal Division, and other regulatory agencies.
  • Conducts research and analysis into current or emerging trends in the passenger transportation industry and prepares monthly management reports.
  • Prepares periodic Risk Management reports to inform management's operational decision making.
  • Manages all risk-related processes, including gathering, evaluating and reporting.
