About The Position

If your answer is yes, then we want you to join our team at the NC Utilities Commission and make a difference. The NC Utilities Commission is looking for a Public Utilities Regulatory Analyst II. This position, which is within the Operations Division of the NCUC, provides expert technical advice and counsel to the Commission regarding matters subject to the NCUC's jurisdiction. Specifically, the position requires an advanced level of knowledge in several academic and professional disciplines, such as accounting, finance, business administration, economics, statistics, engineering, and environmental sciences, as well as working knowledge of or experience with public utility operations. This unique combination of knowledge and/or experience is required to provide expert-level advice and, therefore, to serve the NCUC effectively. This is a full-time position (40 hours per week) with State Benefits, including health insurance, as well as retirement.

Requirements

  • APPLICANTS MUST MEET THE EDUCATIONAL AND EXPERIENCE REQUIREMENT IN ORDER TO QUALIFY FOR THIS POSITION.
  • Bachelor's degree in accounting, banking, finance, business administration, engineering, public administration, economics, or related discipline and three years of directly related experience; Or An equivalent combination of education and experience.
  • Demonstrated knowledge or ability to acquire technical knowledge of the economic regulation of investor-owned public utilities.
  • Demonstrated experience performing quantitative and qualitative analysis in the field of economics, accounting, engineering, or finance with limited supervision/oversight.
  • Demonstrated experience researching, analyzing, and evaluating complex, technical issues.
  • Strong analytical, writing, communication, time management, and organizational skills.
  • The ability to develop a recommendation for action by the NCUC based on complex and voluminous evidence presented to the NCUC, within the applicable legal and regulatory frameworks.

Responsibilities

  • Provides expert technical advice and counsel to the Commission regarding matters subject to the NCUC's jurisdiction.

  • Provide expert-level advice and, therefore, to serve the NCUC effectively.
