About The Position

The primary purpose of this position will be to help establish project requirements, analyze projects for gaps or inefficiencies, recommend policy and process improvements, and coordinate efforts between technical and operational teams to ensure departmental business needs are met. The job requires specific knowledge, experience, and training in OIT systems, protocols, and procedures; process improvement; project planning; and State of Maine programs. A Project Analyst should have a strong understanding of project management principles and program operational needs and experience analyzing, developing, and implementing policies to shape organizational practices. The onsite location is in Augusta, Maine and the remote location must be within the state of Maine. The State of Maine Project Management Office (PMO) seeks a talented individual with a strong project analyst background, adept facilitation skills, and responsive communication styles to join our growing, dynamic, and collaborative team. We seek candidates with strong attention to detail, a history of building trustworthy relationships, and are willing to devote creative and responsive skills to goals. This position will be responsible for several concurrent projects spanning multiple agencies, offices, and teams. The efforts range from impact assessment to implementation and use defined project methodologies that require independent judgment, initiative, and discretion. Requirements

  • Specific knowledge, experience, and training in OIT systems, protocols, and procedures.
  • Formal requirements gathering methodologies, including principles, methods, and techniques used to analyze and develop functional and organizational business requirements and business process mapping.
  • Program and project management principles, methods, and techniques for developing, scheduling, and coordinating projects and resources.
  • Effective methods and techniques for training and knowledge transfer.
  • Information presentation techniques including, but not limited to, charts, graphs, reports, electronic dashboards, white papers, and other narrative constructs.
  • State of Maine government, including applicable state statutes, rules, and policies.
  • Coordinate Resources: Organize work, set priorities, and determine resource requirements.
  • Identify, plan, and manage individual tasks to achieve a project’s objectives.
  • Coordinate assignments and monitor progress for complex research and data analytics projects.
  • Manage/drive a fully resourced schedule.
  • Develop training programs for both internal and external parties.
  • Compile Information: Identify best approaches for capturing, aggregating, and presenting relevant information.
  • Obtain, synthesize, and integrate a broad range of data for use in analytic reporting and data-driven policy development.
  • Identify, document, and track opportunities for business process improvement.
  • Gather, analyze, aggregate, and present information from a variety of sources.
  • Demonstrate Leadership: Provide concise and effective communications to senior leadership and external parties.
  • Work collaboratively with various stakeholders to reach agreeable solutions and navigate shifting demands.
  • A three (3) year combination of training, and/or professional experience in project management, systems analysis, business analysis, program specialty, or related field.

Responsibilities

  • Interact effectively with business partners and facilitate group discussion to reach agreements on final requirements that include business and technology expectations.
  • Work with business partners and project managers, technical resources, and other stakeholders to help establish vision, determine scope, analyze needs, and help define and deliver projects and solutions that meet or exceed customer expectations.
  • Analyze and document current or proposed process models that inform policy changes, business processes, and recommend improvements, by developing business, functional, and user requirements to ensure program outcomes that meet current and future needs.
  • Serve as the liaison between the business area leadership and the technology and/or operations teams.
  • Represent the PMO; use exemplary professional judgment, respectful behaviors, and clear communication.
  • Build relationships with partners across state government.
