About The Position

As the Public Service Administrator-Assistant Bureau Chief for the Division of Fiscal Operations, under the Office of the Director; monitors ongoing objectives to meet deadlines in an accurate and timely manner; reviews daily work products to ensure standard accounting principles are followed and established controls are tested and measured; Assigns and reviews work; provides guidance and training to assigned staff; counsels staff regarding work performance: reassigns staff to meet day-to-day operating needs; establishes annual goals and objectives; approves time off; adjusts first level grievances; effectively recommends and imposes discipline, up to and including discharge; prepares and signs performance evaluations; determines and recommends staffing needs.; Ensures the Section's role as administrator of the Procurement and Contract Management processes are carried out in compliance with statute, policy, and procedure; monitors status of active, working, and expired procurements; approves and signs SC14 and SC15 for Contract Management; Ensures the Section's role as administrator of the Accounts Payable processes is carried out in compliance with statute, policy, and procedure; ensures the Section’s role as administrator of the Asset Management System and processes is carried out in compliance with statute, policy, and procedure; approves GRC Requests in SAP and submits GRC reports. Requirements

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with courses in business or public administration.
  • Requires three (3) years of progressively responsible administrative experience in accounting, external accounting, budget planning and control or public accounting, as well as public or business organization.
  • Requires two (2) years of supervisory experience in a public or private sector environment.
  • Must successfully satisfy Illinois State Police background investigation.
  • Must pass Illinois State Police drug screening.

  • Prefers two (2) years of experience developing and maintaining cooperative working relationships as a lesion or acting supervisor reporting to an established  chain of command, staff or public stakeholders.

Responsibilities

  • Organizes, plans, executes, controls, and evaluates the day-to-day business operations of the Office of Finance Fiscal Sections; Accounts Payable Section, Procurement Section, Property Control Section and Asset Seizure/Forfeiture Section.
  • Serves as a full line supervisor.
  • Serves as the back-up to the Bureau Chief during times of absence and supports continuity of operations in coordination with the Executive Officer/Chief of Staff and within the established chain of command.
  • Monitors the management of the Procurement function.
  • Monitors the management of the Accounts Payable function.
  • Monitors the management of the Property Control function.
  • Monitors the management of the Asset Seizure and Forfeiture function.
  • Implements and evaluates policies and procedures.
  • Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.
