About The Position

The Public Safety Technology Manager, under broad policy guidance and direction of the Chief of Police, is responsible for the management and direction of the technology-related physical security infrastructure and the Unmanned Aerial Vehicle (UAV) program. The technology-related physical security infrastructure would include the City’s access control and security camera platforms. The Public Safety Technology Manager is also responsible for managing, controlling, and directing Police technology projects and infrastructure. This would also include supervising and monitoring the day-to-day activity of related systems, operations, initiatives, projects, and related staff. Identifies, recommends, and plans for product needs, resource requirements, training needs, technical assistance, or other help as required. As a representative of management, supports the mission, vision, strategic plan, goals and decisions of the department and the City. Job Scope: Supervises, coordinates and prioritizes daily activities of direct reports. Participates in the preparation, administration and monitoring of the division’s budget.

Requirements

  • Must be a United States citizen or authorized alien worker.
  • Master's degree in Computer Science Information Systems or a closely related field required or equivalent level of education and experience.
  • Three years of experience in technology project management.
  • Three years of experience in enterprise-level access control and security video management (Avigilon ACC and ACM preferred).
  • Credible work history.
  • No felony convictions or commission of or participation in any felony crime, whether detected or not.
  • No ongoing or repetitious history of committing or participating in Misdemeanor crimes, whether detected or not.
  • If applicable, must pass required testing.
  • Knowledge and understanding of law enforcement/emergency services practices and technology.
  • Working knowledge of common IT technology including networking, security, client/server architecture, RDMS systems, SQL and production system operations procedures
  • Advanced skills in Microsoft Office suite including MS Word, Excel, PowerPoint, Project and Visio.
  • Exceptional skills in project management.
  • Experience with writing technology policies/procedures.
  • Demonstrated skills in managing police and physical security-related IT projects and project implementation.
  • Ability to manage diverse technological systems efficiently and effectively.
  • Ability to guide, train, direct and motivate employees;
  • Ability to organize and supervise the activities of others;
  • Ability to communicate effectively, verbally and in writing;

Nice To Haves

  • Three years of experience managing municipal UAV programs is preferred.
  • Experience in a municipal or similar government entity is highly desirable.

Responsibilities

  • Manages and supervises Police Department technical staff and Real Time Crime Center operators. Recommends actions related to hiring, discipline, advancement, or other changes in employee status of employees. Completes performance appraisals for direct reports.
  • Plans, prioritizes, and organizes work of subordinates; coordinates with multiple departments for delivery of solutions; reviews progress and directs changes to assigned IT projects as needed.
  • Working at the direction of the Chief of Police and Police Department Commanders, leads in managing and directing the Police Department's technology. Researches technological solutions to current problems. Evaluates proposed solutions and leads in the implementation of the decided solution.
  • Manages Police Department technology-based projects. Writes Requests for Proposal (RFP) and manages the RFP process for projects when necessary. Prepares City Council packets and presents projects to the Management Team, Finance and Budget Committee, Public Works Committee, and City Council when necessary. Establishes standards where necessary. Assists in contract editing and negotiations.
  • Assists the Deputy Police Chief with evaluating and projecting long-range information technology needs. Analyzes PD goals and related IT hardware, software, training, and personnel needs and makes recommendations. Facilitates, recommends, and delivers short and long-range technology plans; gathers interprets, and prepares data for studies, reports, and recommendations; coordinates department activities with other departments and agencies as needed.
  • Develop and implement goals and strategies for assigned staff that support PD organizational plans and objectives to maximize customer satisfaction and service availability within established service levels. Works at the direction of the Chief of Police to ensure that adequate procedures and standards are created, maintained, and practiced to ensure the effective operation of assigned services.
  • Works with outside contractors and vendors to oversee tasks related to assigned projects and services for ongoing management and operation of assigned infrastructure and systems.
  • Prepares reports and presentations, as appropriate, to communicate the project status to key stakeholders. Performs ongoing project management assessments to identify opportunities to improve processes and increase performance.
  • Leads in managing and directing citywide technology-based physical security platforms (access control, security cameras, etc.) and citywide UAV program. Leads the city in expansion efforts of these platforms and works with other city departments to accomplish expansion goals. Develops, writes, and implements citywide policies and procedures regarding these programs.
  • Assumes the roles of Video Security Administrator and Access Control Administrator for the City. Performs system administrator functions for technology-based physical security software and hardware platforms (access control and security camera systems). Ensures proper configuration and maintenance of hardware and server/client software.
  • Assists in technology planning, direction, and implementation for shared emergency operations expansions such as Emergency Operations Center, Traffic Monitoring Center, Real Time Crime Center, etc. Manages technology for these facilities post-implementation.
  • Advises and provides planning assistance to local businesses and school districts that wish to share physical security data with the City (security video, license plate reader, etc.) and facilitates data sharing.
  • Works directly with City legal staff to write and implement Memorandums of Understanding (MOU) for local businesses and school districts to share physical security data with the City.
  • Writes and maintains FAA paperwork regarding the citywide UAV program. Acts as a liaison between the FAA and the City to ensure proper authorizations are in place.
  • Serves as a member of other various employee committees when appropriate.
  • Assists the Police Department with other non-technology-based projects when necessary.
  • May be assigned as an advisor to other department and city projects that would directly affect technology.
  • Performs all other duties as assigned
