About The Position

The Public Safety Officer performs a variety of security and safety related functions to safeguard employees, patients, visitors, physicians, and property within Hartford HealthCare's Greater Manchester Region. This region includes Manchester Memorial Hospital, a 249-bed community hospital, Rockville General, a 102-bed facility, a large multispecialty provider group, and visiting nurse services, serving approximately 300,000 people in 19 towns. The role is part of a healthcare network that values employee engagement and patient care.

Requirements

  • Must be able to read, speak and write proficiently in English.
  • Must be in good physical condition in order to quickly move up and down stairs, run in order to respond to urgent situations, stand for long periods and walk long rounds.
  • Must be capable of taking swift and efficient action, forcibly detaining, restraining and/or extracting persons from the premises when responding to emergency codes or other urgent situations.
  • Must be alert and have excellent observation skills.
  • Must have good communication and analytical abilities and abilities to exercise independent judgement in emergency situations.
  • Must possess a working knowledge of applicable state laws, especially those dealing with use of force and detention powers.
  • Must have a thorough knowledge of the floor plan of the hospital including all the normal and emergency entry and exit points.
  • Must have knowledge about Hospital and departmental policies and procedures, performing and enforcing said policies and procedures.
  • Must be a high school graduate as evidenced by a diploma or GED equivalency certificate.
  • Must have a Valid Driver’s License with acceptable driving record for past year and maintain an acceptable driving record.
  • Must possess a current Connecticut Security Officer Identification Card or obtain it within 6 months of hire.
  • Must obtain CPI conflict resolution training within 6 months of hire.
  • A minimum of two years of previous security or security-related experience, such as law enforcement, or military service is necessary.

Responsibilities

  • Act as first responder, immediately responding to all emergency codes and using established procedures once on-scene.
  • Follow proper CPI and de-escalation training and clinical direction when detaining or restraining a patient or unruly visitor.
  • Ensure emergency teams have unobstructed routes to areas they need to access and work with local EMS services (Fire, Police, Ambulance), when needed.
  • Act as a liaison between the hospital and law enforcement agency.
  • Place miscreants under citizen’s arrest until they can be handed over to law enforcement officials.
  • Safeguard against vandalism, theft, fire and injury to employees, patients, and visitors.
  • Patrol external and internal areas of the hospital, parking areas, and grounds and assist in monitoring the safety of entrances and exits.
  • Document time of rounds at assigned stations using a data recording system.
  • Maintain a security presence throughout the hospital, utilizing CCTV, access control equipment, and physical patrols to monitor egress and ingress of personnel and to identify and restrict the access of unauthorized persons.
  • Identify and respond to suspicious activity.
  • Provide guidance and assistance to patients and visitors after normal hospital working hours.
  • Provide verbal direction to departments and persons, and if possible, provide a personal escort when needed.
  • Conduct regular testing of alarms, including Fire Alarm drills in accordance with Joint Commission recommended standards.
  • Monitor employee response and actions during fire drills.
  • Document problem areas and provide a report to the Safety Committee to include recommendations.
  • Respond to all alarm activations and investigate cause.
  • Inspect Hospital for fire or environmental hazards, ensuring that security arrangements like computers, alarm systems, and close circuit cameras are functioning properly.
  • Be responsible for the collection of all lost and found items and produce proper documentation and location of owner property when possible.
  • Upon request, collect patient valuables and secure in the property room safe until called for.
  • Investigate and document the facts and a description of reports of theft or vandalism in an incident report and forward the report to the Security Sergeant or lead.
  • Upon request, or when the situation warrants, summon the local police to investigate.
  • Respond to calls for morgue duty and apply proper lifting techniques (i.e. transport deceased patient to the morgue and responsible for proper release of the body).
  • Enforce all parking regulations and traffic control.
  • Assist with valet parking services.
  • Issue warning tickets to employees parked in unauthorized areas.
  • Escort or drive motor vehicles to transport individuals to specified locations.
  • Operate badge making equipment, CCTV, Access Consoles and two-way radios.
  • Document reports of daily activities, investigations and irregularities.
  • Assist Engineering in responding to facility needs when Engineering is not on duty.
  • Contact Engineering designee on call, if needed.
  • Perform other duties as requested by supervisors.
