About The Position

The Public Safety Communications Training support specialist reports to the Services & Support Division Manager and plays a key role in supporting new hire training, continuing education, and quality initiatives for our 911 Center. This is a full-time, in-person position based at our Public Safety Communications facility. This position normally works a standard Monday-Friday, 8:00 a.m.-5:00 p.m. schedule. Individuals who apply will go through an online assessment process . Candidates must be able to successfully complete a psychological evaluation as part of a conditional offer of employment. The purpose of this position is to assist with various training programs within the Buncombe County Public Safety Communications (PSC) Department as well as assisting with the 911 Emergency Communications Quality Assurance (QA).

Requirements

  • High school diploma or GED, and a minimum of two (2) years of public safety telecommunicator experience; or an equivalent combination of education and experience.
  • Must possess and maintain a valid Terminal Operator certification provided by SBI/CJIS.
  • Public Safety Telecommunicator Certificate, EMD Certificate, and OEMS Certificate.
  • Strong knowledge of emergency telecommunications systems, CAD, radio technologies, and public safety software applications.
  • Proficient in research methods, computer skills, and the ability to learn and operate various software platforms.
  • Effective instructional and communication skills, including the ability to teach, lead meetings, and collaborate with professional staff.
  • Knowledge of quality assurance practices, including assessment tools and performance evaluation techniques.
  • Ability to provide technical assistance, exercise sound judgment, and interpret policies and quality standards.
  • Familiarity with HIPAA regulations and local government procedures.
  • Knowledge of County geography, major landmarks, and emergency response zones.
  • Skilled in customer service, office equipment use, and maintaining accurate records and reports.
  • Ability to gain and apply knowledge of CJIS and other regulatory systems

Responsibilities

  • Supports the development, delivery, and evaluation of training programs for new and existing PSC staff.
  • Tracks and reviews trainee progress, ensuring benchmarks are met and identifying areas for improvement.
  • Collaborates with management to assess training effectiveness and make recommendations on trainee status.
  • Assists in updating training materials, including the 911 Training Manual and curriculum.
  • Assists with in-service training, APCO-certified courses (e.g., PST1, EMD, CTO, Supervision, FSC, LEC), and departmentwide training sessions.
  • Participates in recruitment and public engagement efforts such as job fairs and workshops.
  • Supports the Quality Assurance (QA) Program by conducting case reviews, analyzing trends, and recommending performance improvements.
  • Manages protocol software certifications and tracks required employee certifications via state systems.
  • Serves as Assistant Terminal Agency Coordinator (ATAC) and provides technical assistance to staff.
  • Maintains accurate records for training, QA, continuing education, and certifications.
  • Provides feedback and coaching to staff based on QA findings and collaborates on performance improvement plans.
  • Assists with implementing best practices in emergency call handling and protocol compliance.
  • Performs other related duties as assigned.
