About The Position

The NC Utilities Commission is looking for a Public Utilities Regulatory Analyst I. This position, which is within the Operations Division of the NCUC, provides expert technical advice and counsel to the Commission regarding matters subject to the NCUC’s jurisdiction. Specifically, the position requires an advanced level of knowledge in several academic and professional disciplines, such as accounting, finance, business administration, economics, statistics, engineering, and environmental sciences, as well as working knowledge of or experience with public utility operations. This unique combination of knowledge and/or experience is required to provide expert-level advice and, therefore, to serve the NCUC effectively. The NCUC Operations Division provides technical, economic, and policy analysis to support the Commission’s statutory duties overseeing investor-owned electric, natural gas, water/wastewater, and telecommunications utilities. The unit develops staff recommendations, prepares hearing support, and monitors compliance to ensure safe, reliable service at just and reasonable rates statewide. In addition to the responsibilities outlined above, this position serves as the Commission’s subject-matter expert in four highly specialized and critical areas: • New Demand-Side Management and Energy Efficiency (DSM/EE) dockets, including program dockets. • New Large Load (Data Center) proceedings, affordability issues, and CPIRP emerging resources analysis. These responsibilities require independent judgment, recurring docket leadership, and specialized expertise. The role functions as the Commission’s permanent expert in these domains, directly informing and shaping Commission decision-making on matters with substantial economic, policy, and consumer-impact significance. This is a full-time position (40 hours per week) with State Benefits, including health insurance, as well as retirement. Requirements

• APPLICANTS MUST MEET THE EDUCATIONAL AND EXPERIENCE REQUIREMENT IN ORDER TO QUALIFY FOR THIS POSITION.
• Bachelor’s degree in accounting, banking, finance, business administration, public administration, economics, or related discipline from an accredited institution and one year of directly related experience; Or; An equivalent combination of education and experience.
• Demonstrated knowledge of, or the ability to acquire technical knowledge of the economic regulation of investor-owned public utilities, including familiarity with electric and water utility systems.
• Strong analytical, quantitative, and organizational skills.
• Demonstrated ability to examine financial records, develop findings, and clearly communicate complex issues both in writing and orally to the Commission.
• Demonstrated ability to collaborate effectively with attorneys, accountants, paralegals, engineers, and other policy analysts.
• Demonstrated ability to perform effectively in a high-pressure work environment, including the ability to defend analyses, opinions, and recommendations on complex issues in adversarial legal proceedings.

Responsibilities

• Demonstrates ability to comprehend and apply the legal and regulatory frameworks within which public utilities in North Carolina.
• Ability to review, analyze, weigh and critique complex evidence presented to the NCUC, including expert witness testimony, data, and reports.
• Ability to develop a recommendation for action by the NCUC based on application of knowledge and experience to the evidence, within applicable legal and regulatory frameworks.
• Ability to present the recommendations to the Commissioners through both written and oral communication and effectively defend those recommendations under critical review.
• Demonstrates meticulous attention to detail, the ability to manage time and priorities, and the ability to collaborate effectively across professional disciplines.
