The NC Utilities Commission is looking for a Public Utilities Regulatory Analyst I. This position, which is within the Operations Division of the NCUC, provides expert technical advice and counsel to the Commission regarding matters subject to the NCUC’s jurisdiction. Specifically, the position requires an advanced level of knowledge in several academic and professional disciplines, such as accounting, finance, business administration, economics, statistics, engineering, and environmental sciences, as well as working knowledge of or experience with public utility operations. This unique combination of knowledge and/or experience is required to provide expert-level advice and, therefore, to serve the NCUC effectively. The NCUC Operations Division provides technical, economic, and policy analysis to support the Commission’s statutory duties overseeing investor-owned electric, natural gas, water/wastewater, and telecommunications utilities. The unit develops staff recommendations, prepares hearing support, and monitors compliance to ensure safe, reliable service at just and reasonable rates statewide. In addition to the responsibilities outlined above, this position serves as the Commission’s subject-matter expert in four highly specialized and critical areas: • New Demand-Side Management and Energy Efficiency (DSM/EE) dockets, including program dockets. • New Large Load (Data Center) proceedings, affordability issues, and CPIRP emerging resources analysis. These responsibilities require independent judgment, recurring docket leadership, and specialized expertise. The role functions as the Commission’s permanent expert in these domains, directly informing and shaping Commission decision-making on matters with substantial economic, policy, and consumer-impact significance.
