About The Position

Recent legislation has enhanced the requirements that schools in New York State must meet adhere to testing their water for lead contaminants. The Public Health Specialist (PHS) 1 (Environment) will be critical in assisting schools across the State with the implementation of these requirements. The PHS 1 (Environment) will collect appropriate data in the field as needed to assess the quality of training or determine the degree of human exposure to environmental contaminants and ensure that environmental samples are collected in accordance with proper protocols and requirements. The incumbent will join a well-functioning team and will be responsible for answering questions related to the legislation, tracking data, and providing training to schools across the State. The PHS 1 (Environment) will also work on other as-needed assignments on a routine basis.

Requirements

  • NY HELPS Minimum Qualifications:
  • A qualifying bachelor's or higher degree; OR a bachelor's degree or higher degree supplemented by 30 qualifying semester credit hours.
  • Candidates with advanced degrees and/or relevant experience may be appointed at a higher level at agency discretion.

  • Transfer and Reassignment Candidates: Current New York State Department of Health employee with permanent or contingent permanent status as a Public Health Specialist 1 (Environment), Grade 18, or Trainee; OR current New York State employee with one year or more of permanent or contingent permanent service in a title eligible to transfer to a Public Health Specialist 1 (Environment) Grade 18, or Trainee.

Nice To Haves

  • The preferred candidate will have a working knowledge of database management tools such as Microsoft Excel, Statistical Analysis System (SAS), and/or Structured Query Language (SQL).
  • The incumbent will also have excellent written and verbal communication skill, including the ability to communicate effectively with diverse stakeholders such as engineers, scientists, school personnel, local health department officials, and members of the public.
  • The preferred candidate will have the ability to effectively manage multiple projects and programmatic tasks in a fast- paced environment and the ability to work independently and as part of a multi-disciplinary team.
