About The Position

The Vermont Department of Health (VDH) is seeking an individual with human service and grant management experience to join the Quality, Compliance and Clinical Services Team as a Substance Use Program Manager, currently based at the Department of Health in Burlington, Vermont. This position will join a diverse and collaborative team working with programs receiving grant funds from the Division of Substance Use Programs (DSU). This position is responsible for planning, program development, implementation, and ongoing monitoring of a statewide, evidence-based system of clinical services. This position will perform oversight and monitoring of federal grants, subgrants and/or Memoranda of Understanding as well as support treatment organizations and assist with integration of grant funded programming with other substance use disorder and social services managed by VDH-DSU. Who May ApplyThis position, Public Health Program Manager I - Limited Service (Job Requisition #54410), is open to all State employees and external applicants.  It is a Limited Service position, which is non-tenured and authorized for a specific period of time. Limited Service positions are established for specially funded projects or programs.

Requirements

  • Master’s degree in public health, public administration, business administration, environmental science, emergency response, human services, social sciences related fields or health-related fields AND one (1) year or more of experience in public health or human services related programmatic work including experience leading a team or project.
  • Bachelor’s degree in public health, public administration, business administration, environmental science, emergency response, human services, social sciences related fields or health-related fields AND two (2) years or more of experience in public health or human services related programmatic work including experience leading a team or project.
  • Two (2) years or more of experience as a Public Health Specialist II.
  • One (1) year or more of experience as Public Health Specialist III.
  • Candidates must pass any level of background investigation applicable to the position. In accordance with AHS Policy 4.02, Hiring Standards, Vermont and/or national criminal record checks, as well as DMV and adult and child abuse registry checks, as appropriate to the position under recruitment, will be conducted on candidates, with the exception of those who are current classified state employees seeking transfer, promotion or demotion into an AHS classified position or are persons exercising reemployment (RIF) rights.
