About The Position

The Public Health Informatics Specialist III will coordinate HIV surveillance data management, data quality and assurance activities, and the synchronizing of data systems within the AIDS Institute, Bureau of HIV/AIDS Epidemiology (BHAE). The Public Health Informatics Specialist III will monitor and maintain the accuracy of the data used for core Bureau functions. The incumbent will identify and provide analyses of data discrepancies between the Enhanced HIV/AIDS Reporting System (eHARS) and the New York Electronic HIV Management System (NYEHMS) and processes for correction and improvement; interpret and document existing eHARS importing code; execute, document, and validate eHARS imports; interpret data requests including end user clarification and support; provide technical guidance on data issues. Other appropriate related duties as assigned.

Requirements

  • Bachelor’s degree in Epidemiology, Biostatistics, Computer Science, Information Technology, Information Science, Public Health or a related field and three years of data analysis experience; OR an Associate’s degree in a related field and five years’ data analysis experience; OR seven years of such experience.
  • A Master’s degree in a related field may substitute for one year of experience.
  • Grant funded position. Compliance with funding requirements such as time and effort reporting, grant deliverables, and contract deliverables, is required.
  • Valid and unrestricted authorization to work in the U.S. is required.
  • Visa sponsorship is not available for this position.
  • Travel up to 25% of the time will be required.
  • The selected candidate must reside within a reasonable commuting distance of the official work location specified in the job posting and must also be located in or willing to relocate to one of the following states: New York, New Jersey, Connecticut, Vermont, or Massachusetts, prior to hire.

Nice To Haves

  • Experience in public health surveillance or epidemiology.
  • Experience in all phases of public health information processing including collaboration and the development of data sources; preparation, matching, and validating data; working with goal-oriented data metrics; data analysis and statistics; reporting and dissemination of public health data analysis results and findings.
  • At least one year of supervisory experience.
  • Proficiency in data analysis tools and software, including SAS and SQL.
  • Proficiency in Oracle.
  • Proficiency in Microsoft Office products (Word and Excel) and/or related software tools.
